10.1.Inspection work
Immediately after the separation of Hanoi National University into two schools, the University of Natural Sciences and the University of Social Sciences and Humanities, the Party Committee and the Board of Directors of the University recognized the importance and urgency of inspection work. Therefore, on September 9, 1996, the University President issued Decision No. 1907/XHNV-TC to establish the University Inspection Board, with Professor Nguyen Kim Dinh as the first Head of the Board. After nearly 20 years under the leadership of the Party Committee, the Board of Directors, generations of leaders, specialized staff, and concurrently holding the position of the Inspection Board, now the Inspection and Legal Affairs Department (TT&PC Department), have made every effort, overcome difficulties to complete their tasks, and contributed to the development of the University of Social Sciences and Humanities over the past 20 years. Specifically as follows:
- Over the past 20 years, under the leadership of the Party Committee and the Board of Directors, the Information and Communications Department has properly implemented regulations and timely improved the department's leadership, recruited new staff, trained and fostered professional skills for specialists and part-time staff, and annually sent staff to participate in training courses organized by VNU and the Ministry of Education and Training. Added legal functions and tasks and renamed the department according to the regulations of the Ministry of Education and Training and VNU.
Every year, under the direction of the Board of Directors, the Information and Communications Department has done a good job of organizing inspections of teaching, learning, and scientific research activities of lecturers and students, labor discipline, and administration of managers, specialists, and employees (an average of over 3,000 classroom and office administrative inspections per year).
Perform well the inspection and examination of entrance exams, university graduation exams of all systems, postgraduate programs, final semester exams, supervise the printing and transportation of exam papers... in accordance with the Admissions Regulations of the Ministry of Education and Training and the Admissions Guidelines of VNU to avoid any errors.(Every year, the inspection organization conducts 01 round of university entrance exams; 02 rounds of university entrance exams, entrance exams, and graduation exams for non-formal programs at the school and at training coordinating units; coordinates with units and inspectors to inspect more than 100 semester I, II, and summer semester exams... of all training systems and levels and at training units in VNU with nearly 2,000 exam rooms).
Carry out well the inspection and supervision of the correct implementation of current regulations on finance, facilities, renovation of classrooms, offices, upgrading of equipment, use of facilities and general administrative work... supervise the practice of thrift and anti-waste, and anti-corruption work in units.
Implement internal supervision such as implementation of plans, progress, internal political protection... (such as implementation of strategic tasks, training progress, thesis defense, dissertation, lecture outline, international training cooperation, progress of scientific research topics...).
- Good leadership in close coordination with localities and relevant agencies to do a good job of checking diplomas and certificates of all training systems and levels.
- Citizen reception, handling of complaints and denunciations: Citizen reception is carried out regularly. The Inspection and Legal Affairs Department has coordinated with relevant units to handle citizens' complaints and denunciations quickly, promptly, accurately, and in accordance with the law, contributing to ensuring democracy and discipline in all school activities (no complaints or denunciations that go beyond the level, or are prolonged...).
10.2. Legal work
Implementing the regulations of the Ministry of Education and Training, VNU since 2013, the Information and Communications Department has changed its name and added legal functions and tasks. Although legal work has only been implemented in higher education institutions for more than 2 years, under the direction of the Party Committee and the Board of Directors, this work has achieved good results that are highly appreciated by VNU and the Ministry of Education and Training.
Legal work is carried out according to the functions and tasks specified in the organization and operation regulations, under the guidance of VNU and the Ministry of Education and Training. Specifically:
+ Arrange sufficient human resources with appropriate expertise and qualifications to do legal work; annually send staff to participate in legal work training organized by the Ministry of Education and Training.
+ Organize effective dissemination of law in each school year with various contents and forms (Organize the Citizen Activity Week at the beginning of the school year; on the school's website; coordinate with the trade union to disseminate the law to civil servants; develop 20 specialized legal subjects according to output standards; integrate propaganda and dissemination of laws on anti-corruption, practicing thrift and fighting waste... introduce and update new laws and legal documents: Law on Higher Education, Law on Prevention of Tobacco Harms, Decree No. 186 on National Universities, Decision No. 26 on regulations on organization and operation of National Universities...).
+ The drafting and promulgation of documents of the School are all carried out in accordance with the correct procedures, in a public and democratic manner; information about legal work is publicly posted on the School's website.
+ Coordinate with relevant functional departments to inspect and supervise the implementation of propaganda and education work to raise legal awareness within the unit.
+ Take the lead in coordinating with relevant units to help the Principal monitor, urge and inspect the implementation of legal documents of the State; management, direction and operation documents of the school and the unit.
+ Propose measures to prevent, overcome consequences and handle violations of laws, rules and regulations in the activities of the school and unit.
+ The school achieved 10 legal criteria issued by the Ministry of Education and Training.
