On March 20, 2019, Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) and representatives from the Cooperation and Development Office met and worked with representatives from University College Dublin (Ireland), including Dr. Richard Collins (Deputy Director of the Institute of Social Sciences and Law).

During the meeting, Professor Pham Quang Minh introduced the internationalization strategy of the University of Social Sciences and Humanities, including strengthening relations with international partners. Regarding Ireland, the University of Social Sciences and Humanities has established early relationships with higher education institutions such as University College Cork (UCC) – National University of Ireland, and Cork Institute of Technology (Ireland). Most recently, the University has collaborated with University College Cork to develop a specialization in International Development Studies, with plans to upgrade it to an independent bachelor's program next year. The Rector hopes the University can implement similar programs with University College Dublin. For reference, the Rector introduced several 2+2 and 3+1 joint training models that the University has implemented with partners such as the University of Stirling, the University of Nottingham (UK), the University of Zurich (Switzerland), and the University of Toulouse II (France).

In response, Dr. Richard Collins highly appreciated the goodwill of the University of Social Sciences and Humanities. He stated that the Institute of Social Sciences and Law offers many disciplines closely related to the University, such as political science, economics, sociology, and archaeology at the undergraduate level; and public policy, social work, education, and geopolitics at the postgraduate level. Initially, the Institute will explore the possibility of a joint training program in International Development and will hold further discussions with the University as soon as possible.

University College Dublin (UCD), founded in 1854, is Ireland's largest university and ranks in the top 1% of universities worldwide. UCD has nearly 35,000 students and offers 70 undergraduate and over 350 postgraduate programs across a wide range of disciplines. UCD comprises six constituent institutes: the Institute of Social Sciences and Law, the Institute of Arts and Humanities, the Institute of Business, the Institute of Engineering and Architecture, the Institute of Health and Agricultural Sciences, and the Institute of Science.
