Deputy Prime Minister Pham Binh Minh recently signed Decision No. 930/QD-TTg dated August 3, 2022, approving the Project "Day of Honoring the Vietnamese Language in the Overseas Vietnamese Community in the period 2023-2030". Organizing the Day of Honoring the Vietnamese Language on September 8th aims to raise awareness among the overseas Vietnamese community about the Vietnamese language and to honor its beauty and value within the community. September 8th, 2022, also marks the official launch, chairmanship, and coordination by the Vietnam National University, Hanoi (VNU) of the Information Portal serving the online Vietnamese language training channel for overseas Vietnamese.

Teaching and learning Vietnamese for generations of Vietnamese people abroad is a matter of particular concern to the Party and the State, aiming to strengthen and develop the Vietnamese language and national cultural identity; to awaken and promote the spirit of patriotism; and to contribute to promoting the Vietnamese language and culture abroad. As the leading institution in Vietnam's education system, Vietnam National University, Hanoi (VNU) has always been at the forefront of developing national and large-scale training programs and projects. Among these, VNU has assigned the Faculty of Vietnamese Studies and Vietnamese Language, University of Social Sciences and Humanities, to implement a Vietnamese language training channel for Vietnamese people abroad.

The project aims to raise awareness among the Vietnamese community abroad regarding the Vietnamese language, honoring its beauty and value within the community; in addition, it encourages and recognizes individuals, organizations, and associations that have made positive contributions to preserving and spreading the Vietnamese language within the Vietnamese community abroad; maintain the use of Vietnamese in Vietnamese families abroad in their daily communication; and spread the Vietnamese language to foreigners.

This is a highly humane project with immense socio-political significance, creating momentum to improve the effectiveness and quality of Vietnamese language teaching and learning in the community; encouraging local authorities and educational institutions to include Vietnamese language instruction in educational institutions in areas with large Vietnamese populations; supporting universities and research institutes with departments or faculties teaching and researching Vietnamese to further develop research, teaching, and dissemination of the Vietnamese language; and promoting the inclusion of Vietnamese as an official foreign language alongside other foreign languages ​​in areas with favorable conditions. With over 5.3 million Vietnamese people living abroad, the Vietnamese language is the soul of the Vietnamese people, a source of national pride, contributing to the creation of enduring values, nurturing the national spirit and character, and becoming a solid foundation for preserving traditional culture (shared by the Dean of the Faculty of Vietnamese Language and Literature).

The project will be implemented during the period 2023-2030, concurrently with the Cultural Diplomacy Strategy to 2030 approved by the Prime Minister in Decision No. 2013/QD-TTg dated November 30, 2021. Activities leading up to the Day of Honoring the Vietnamese Language will be implemented throughout the year and may be integrated into national festivals and celebrations of important national holidays. A competition to find and award the title of "Ambassador of the Vietnamese Language Abroad" will be held periodically.

As part of the activities to build a Vietnamese language training channel for Vietnamese people abroad, the Department of Vietnamese Studies and Vietnamese Language and the University of Social Sciences and Humanities, VTVLive and the VTV4 foreign affairs television channel are preparing to film and produce teaching programs.

Preserving the value of the Vietnamese language for Vietnamese people living abroad.

Recently, the University of Social Sciences and Humanities has assigned the Faculty of Vietnamese Studies and Vietnamese Language as the focal point for implementing activities to promote the teaching of Vietnamese language and culture to overseas Vietnamese and foreigners, achieving encouraging results. Specifically, the University has collaborated with the State Committee for Overseas Vietnamese Affairs on several activities, including participating in teaching training courses for overseas Vietnamese on language teaching methods; participating in the organization of the "Vietnamese Language Honor Day" project; developing a curriculum consisting of 11 components (phases 1 and 2) and continuing to implement the remaining components, to be completed in December 2022 (phase 3). The products are currently being transferred and digitized for use in 2022 when the Vietnam National University, Hanoi and the University of Social Sciences and Humanities complete the online platform, in coordination with the State Committee for Overseas Vietnamese Affairs. In particular, the school has completed a component of a completely new set of 30 exam papers specifically for overseas Vietnamese, along with a set of guidelines for teachers and parents specifically for overseas Vietnamese.

Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, stated: "The university will ensure the highest professional quality, and learning materials will be digitized appropriately for use by overseas Vietnamese worldwide through an online platform. The university hopes that with decisive investment, close attention from the leadership of Vietnam National University, Hanoi (VNU), especially from VNU Director Le Quan, and the supportive policies of the State, the program will achieve many positive results in the future. VNU will intensify information and promotion both domestically and internationally in response to the Day of Honoring the Vietnamese Language and officially launch, preside over, and coordinate the Information Portal serving the online Vietnamese language training channel for overseas Vietnamese on September 8, 2022."

Essentially, Vietnam National University, Hanoi (VNU) has been proactively and successfully implementing the State-level task of strengthening online Vietnamese language teaching for overseas Vietnamese, initially achieving important goals: Building and maintaining a basic, effective, appropriate, and accessible online Vietnamese language teaching program (based on the 6-level competency framework) for overseas Vietnamese, aiming to help generations of overseas Vietnamese (especially the younger generation) have sufficient Vietnamese language skills for communication and learning, contributing to preserving national cultural identity and fostering a sense of connection to their roots. The Vietnamese language teaching channel for overseas Vietnamese, spearheaded by VNU, ensures practicality through an advanced and modern teaching platform, suitable for developing learners' Vietnamese language proficiency in the era of the 4.0 industrial revolution.

Overseas Vietnamese participating in online Vietnamese language courses managed by Vietnam National University, Hanoi (VNU) will be provided with learning methods, linguistic resources, and Vietnamese language practice tools suitable for each level: beginner, intermediate, and advanced. Regarding the roadmap, in 2022, the focus will be on teaching Vietnamese at levels 1 and 2 for children, teenagers, and beginners. From 2023 onwards, overseas Vietnamese learners across the globe will be able to access lessons and practice Vietnamese at higher levels, along with a valuable ecosystem of reference materials to promote self-learning and self-training among Vietnamese people abroad, especially the younger generation.

The University of Social Sciences and Humanities is the focal point for implementing activities to promote the teaching of Vietnamese language and culture to overseas Vietnamese, and also organizes...Develop the following sets of documents:
- A set of 6-level Vietnamese language teaching materials for Vietnamese people living abroad (levels 1 to 6)
- Basic, intermediate, and advanced level assessment and evaluation test sets
- Exam questions based on the 6-level competency framework.
- Corpus of Social Sciences and Humanities
- Science, Engineering and Technology Corpus
- The corpus of Vietnamese fairy tales
- A corpus of Vietnamese cultural and artistic forms
- The theoretical framework of the entire project.
- A set of teaching materials and guides for developing skills (for teachers and parents)
- Handbook of Common Vietnamese Communication Phrases (Levels 1, 2, 3, 4)
- A comprehensive Vietnamese handbook covering topics such as cuisine, tourism, and commerce.
- A set of materials for correcting Vietnamese pronunciation.
All of these learning resources will be digitized appropriately so that Vietnamese expatriates around the world can use them through an online platform.
