The mission of the National University in the era of national progress.

To commemorate the Government's issuance of the Decree on Vietnam National University, Hanoi (December 10, 1993 - December 10, 2024), the Vietnam National University, Hanoi's Electronic Information Portal respectfully presents an article by Professor Vu Minh Giang, Chairman of the Science and Technology Council of Vietnam National University, Hanoi, and former Vice Director of Vietnam National University, Hanoi, on the major and important orientations of the Party for the development of Vietnam National University, Hanoi in the new period. As a history professor, he has offered opinions on fundamental and comprehensive reform of Vietnamese higher education with clear, specific viewpoints linked to practice and the development trends of the times.

Over thousands of years, Vietnamese history has gone through ups and downs. It is not difficult to recognize a pattern: after overcoming each perilous challenge, the Vietnamese nation enters a period of brilliant development. Our ancestors summarized it as "without wisdom, there is no prosperity" (Le Quy Don). The prosperity of the nation seems to be an objective law, but in reality, it contains two causes determined by people. These are the people's aspiration to rise and the intellectual contribution of the elite. Connecting and developing these two invincible and endless sources of strength are the wise rulers (leaders), who consider "talented people as the national vitality, when the vitality is strong, the nation is strong and rises high" (1).

In the Ho Chi Minh era, to achieve the remarkable feats over the past nearly a century, the Party and successive generations of leaders have made insightful, timeless decisions aimed at maximizing the resources of the elite and unlocking the nation's vital energy in the new era.
One of the historic decisions was the establishment of the two National Universities in 1993 and 1995 with the mission of training high-quality, highly skilled human resources, nurturing talent; conducting scientific research, developing technology and transferring knowledge across multiple disciplines and fields; contributing to the building, development and protection of the country; and serving as the cornerstone and leading force in the Vietnamese higher education system.

After nearly 40 years of reform and development, our country has an unprecedented foundation in history and stands before a new era and opportunity to realize the aspiration of building a powerful nation and a prosperous people. More than ever, the two National Universities recognize their immense responsibility in this era of national progress.
Drawing on the experiences of several Asian countries that have made miraculous strides, transforming themselves from developing nations into world leaders, such as China, South Korea, and Singapore, the government has invested heavily in national universities, both in terms of material resources and special mechanisms. With Project 985, China has elevated Peking University to 23rd place and Chenghua University to 39th in the world's top university rankings. Notably, the National University of Singapore (NUS) proudly considers its ranking to be based on the development of the Republic of Singapore. In 2023, NUS ranked 19th in the world's top university rankings.
National Assembly Chairman Tran Thanh Man delivered a speech at the first opening ceremony of Vietnam National University, Hanoi at Hoa Lac campus.
Resolution 45 affirmed that the Party and the State will focus on building breakthrough mechanisms and policies and investing resources to develop Hanoi National University and Ho Chi Minh City National University so that we can rise to the level of advanced countries and have sufficient capacity and conditions to maintain a core role in training, research, and the contribution of the intellectual workforce.
The review of Resolution 18 is an opportunity for the two National Universities to reassess their past journey, identifying positive aspects to build upon and bottlenecks to overcome, in order to best fulfill the immense tasks of the two leading training and research institutions of the country in the era of national progress.
