Enhancing administrative reform capacity for officials and employees in the Administrative Block.

On May 11, 2022, the Trade Union of the University of Social Sciences and Humanities organized a training conference on strengthening administrative reform capacity for officials and employees of the Rectorate.

The training course aims to help officials and staff of the School's Administrative Block improve their leadership and implementation capabilities, contributing to enhancing the quality of administrative reform at the local level, building a professional and modern administrative system to serve the School.

In his opening remarks, Professor Hoang Anh Tuan emphasized the importance of continuous administrative reform, considering it a major issue in building a capable and efficient administrative apparatus. Over the years, the University of Social Sciences and Humanities has undertaken administrative reforms in many areas.

The reform must have a specific and coordinated plan for each individual and unit of the School to implement. Accordingly, the Principal highlighted six basic tasks in administrative reform: creating interconnectedness between individuals and organizations, creating solutions for administrative reform, building and improving the quality of the administrative apparatus, reviewing the work of the workforce in terms of professional expertise and skills, ensuring efficiency in administrative reform, and developing long-term and medium-term plans for each individual and unit.

Following the opening ceremony, the delegates listened to several presentations:

The presentation "Promoting the spirit of innovation and service in the administrative activities of the Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi" by Assoc. Prof. Dr. Lai Quoc Khanh (Vice Rector of the University) addressed the following topics: state theory on innovation and development, and Vietnam's perspective on an innovative and service-oriented administration. Through this, the presentation offered suggestions on promoting the spirit of innovation and service, aiming to create an innovative and development-oriented administrative apparatus at the University.

Associate Professor Dr. Lai Quoc Khanh - Vice Rector of the University - delivered a speech.

Ms. Vu Thi Ha (Deputy Head of the Administration and General Affairs Department) presented a paper entitled "Implementing the ISO 9001:2015 Project at the University of Social Sciences and Humanities". The paper highlighted the importance of applying the ISO 9001:2008 project in contributing to the development of a scientific and rigorous management system that has been internationally recognized. To date, the University has developed and issued ISO documents: Quality Manual, Quality Policy, General Procedures, and 52 work process procedures at units within the administrative block. Regarding some shortcomings in the application of procedures at the University, the paper emphasized the need for a change in mindset and self-improvement in ISO implementation by each unit, as well as support from the University's leadership to ensure effective and continuous ISO implementation.

Following the two presentations, the delegates listened to several discussion points from representatives of the functional departments of the School's Administrative Block. The exchange also contributed to strengthening the connection and sharing among the functional departments of the Administrative Block, suggesting practical solutions for administrative reform.

Dr. Dao Minh Quan (Deputy Head of Training Department) shared information about the administrative reform efforts of the Training Department.
Dr. Pham Huy Cuong (Director of the Quality Assurance Center) shared information about the administrative reform efforts of the Quality Assurance Center.
