- The doctoral candidate assessed the advantages, limitations, and reasons for the limitations in the leadership of the Hung Yen Provincial Public Security Party Committee in building the People's Public Security force during the years 1997-2015. In addition, the thesis presented five valuable lessons for reference for local Public Security Party Committees, as well as other localities with similar experiences in building the People's Public Security force in the current period.

- The documents on the leadership of the Hung Yen Provincial Police Party Committee in building the People's Armed Forces during the period 1997-2015, as presented in the content, appendix, and bibliography of this dissertation, are essential for studying the history of the Provincial Party Committee and the Hung Yen Provincial Police Party Committee during the reform period, as well as for other subsequent studies related to the issue of building the People's Armed Forces in Hung Yen province in particular, and in the Northern Delta provinces in general.

Practical applicability: The thesis has the potential to be published as a book titled "History of the Building of the People's Public Security Force by the Party Committee of the Public Security Department of Hung Yen Province from 1997 to 2015"; it can also be used as a textbook for training courses for officers and soldiers of the Hung Yen Provincial Public Security Department on Party work or force building.
