- Based on the source of documents and leadership resolutions of the Hung Yen Provincial Public Security Party Committee, the thesis has outlined the directions, goals, tasks and solutions of the Party Committee on building the Hung Yen Provincial Public Security Force through two stages (1997-2005) and (2005-2015).

- The thesis has presented and explained the system of major viewpoints and guiding thoughts of the Party, the Central Public Security Party Committee, the leadership of the Ministry of Public Security and the Hung Yen Provincial Party Committee on building the People's Public Security force in key aspects. In particular, it has been successful in analyzing and evaluating the leadership and direction of the Provincial Public Security Party Committee in thoroughly grasping and implementing the guiding viewpoints of the superiors on building the Public Security force at the provincial level through two historical periods: (1997-2005), especially the period (2005-2015), in all fields. Although each period has its own requirements for building the People's Public Security force, so there are different directions, but the main focus is on the following aspects: Political and ideological building; Organizational and staff building; Training, education and fostering of staff; Policy and logistics - technical work; Internal political protection work; Party and mass organization building. Basically, the guidelines stated in the thesis are presented in many aspects with quite vivid evidence.

- The thesis has evaluated the advantages, limitations and explained the causes of limitations in the leadership of the Hung Yen Provincial Police Party Committee in building the People's Police force in the years 1997-2015. In addition, the thesis has provided 5 valuable experiences for reference for the local Police Party Committee as well as other localities with many similarities in the work of building the People's Police force in the current period.
