1. Purpose and scope of the thesis research:

1.1. Regarding the purpose

This study clarifies the process by which the Hung Yen Provincial Public Security Party Committee led the development of the People's Public Security Force from 1997 to 2015; it draws some scientifically and practically grounded lessons that contribute to clarifying some key aspects of the People's Public Security Force development by the Hung Yen Provincial Public Security Party Committee within the overall context of the history of the Hung Yen Provincial Public Security Force from 1997 to 2015.

1.2. Research Subjects

The leadership activities of the Hung Yen Provincial Public Security Party Committee in building the People's Public Security force from 1997 to 2015.

2. Research Methodology

The thesis is based on the methodology of Marxism-Leninism, including dialectical materialism and historical materialism. In addition, the thesis primarily employs historical, logical, analytical, comparative, synthetic, and expert methods, adapted to suit the specific research content of the thesis.

3. Main results and conclusions

3.1. Main results

- Analyze the factors affecting the leadership of the Hung Yen Provincial Public Security Party Committee in building the People's Public Security force from 1997 to 2015. These are: (1), Natural, economic and social characteristics of Hung Yen province along with the rapid changes of the integration process, promoting industrialization and modernization, creating intertwined opportunities and challenges, affecting the security and order situation and impacting the leadership of the Hung Yen Provincial Public Security Party Committee in building the People's Public Security force. (2), Policies of the Communist Party of Vietnam, the Central Public Security Party Committee, and the Hung Yen Provincial Party Committee related to building the People's Public Security force.

- Analyze and clarify the Party Committee of the Hung Yen Provincial Public Security Department's policy on building the People's Public Security Force from 1997 to 2015. Simultaneously, describe and evaluate the process of directing and implementing key aspects of the force building work of the Hung Yen Provincial Public Security Department's Party Committee.

- Analyze and clarify the measures and solutions proposed by the Hung Yen Provincial Police Party Committee in building the People's Police force during the years 1997-2015.

- This thesis evaluates the strengths, weaknesses, and causes of limitations in the leadership of the Hung Yen Provincial Public Security Party Committee in building the People's Public Security force during the years 1997-2015. In addition, the thesis offers some valuable lessons for reference in building the People's Public Security force in the current period.

3.2. Conclusion

- In 1997, the Hung Yen Provincial Police Department was established after nearly 30 years since Hung Yen province merged with Hai Duong province (1968-1997). Along with the general difficulties faced by the Party Committee and people of Hung Yen in the early days of its re-establishment, the Hung Yen Provincial Police Party Committee led the People's Police force throughout the province in both work and development, gradually maturing and contributing to firmly protecting political security and maintaining social order and safety in the area under all circumstances, fundamentally fulfilling the tasks entrusted by the Party, the State, the Ministry, and the people.

- The Party Committee of the Hung Yen Provincial Public Security Department is gradually building a police force throughout the province with a tightly organized system from the provincial level to the departments, bureaus, and district and city units, with sufficient professional forces; a complete and strengthened grassroots party organization system; a team of cadres with firm political convictions, excellent professional skills, scientific and technical knowledge, and necessary knowledge of economic and state management; and increasingly complete and modern infrastructure, equipment, weapons, vehicles, and professional equipment, ensuring constant readiness for combat.

- The Party Committee of the Hung Yen Provincial Public Security Department advises the Hung Yen Provincial Party Committee on perfecting policies and guidelines for protecting security and order, building a "people's security posture" and a "people's support posture," creating conditions for all citizens to participate in protecting political security and maintaining social order and safety in the province; and handling crimes that infringe upon security and order and other crimes in the area.

- During the process of leading the development of the People's Public Security Force, the Party Committee of the Hung Yen Provincial Public Security Department discovered that some officers, soldiers, and Party members violated ethics, regulations, and the industry's charter. The Party Committee and the Director of the Provincial Public Security Department resolutely handled these violations without cover-up, with fairness and reason; at the same time, the Party Committee of the Hung Yen Provincial Public Security Department directed Party committees at all levels and heads of units, through the management and supervision of the people and organizations, to handle these violations, ensuring strict discipline, internal unity, and building a cleaner and stronger unit and force.

- The summary of the leadership process in building the People's Public Security Force by the Hung Yen Provincial Party Committee from 1997 to 2015 has drawn valuable practical lessons in building a clean, strong force worthy of the people's trust and affection, contributing to protecting the cause of security and order during the period of accelerating industrialization and modernization of the country.

- In the context of the current increase in social evils and various types of crime, the Hung Yen Provincial Police Party Committee must continue the cause of innovation in all aspects, strengthen close coordination with the Army and other departments and organizations, build a solid security posture, and effectively prevent and combat all types of social evils, corruption, smuggling, and commercial fraud. Besides the general leadership and guidance of the Hung Yen Provincial Police Party Committee, each police officer needs to actively study, improve their professional skills and expertise, firmly grasp the Party's guidelines and policies, and the State's laws, flexibly and creatively apply professional methods, resolutely suppress criminals to protect the peaceful lives of the people, and at the same time, constantly strive to cultivate and refine the qualities of a police officer, creating a strong transformation from awareness to action, effectively serving the cause of industrialization and modernization in Hung Yen.
