1. Purpose and scope of the thesis

- Research objectives

The purpose of this thesis is to study and summarize the thinking, guidelines, and foreign policy activities of Vietnam under the leadership of the Party in the 10 years following the historic victory of 1975 (1976 - 1986).

- Research subjects

The subject of this research is the content of the Party's foreign policy from 1976 to 1986 (the Party's foreign policy viewpoints, policies, and activities, state diplomacy, and people-to-people diplomacy) and the process by which the Party directed the implementation of those policies in practice.

2. Research methods used

This dissertation is based on the methodology of dialectical materialism and historical materialism, and the methodology of historical studies; it primarily uses historical, logical, analytical, and synthetic methods. In addition, other methods such as comparison, contrast, and statistics are also employed. These methods are applied appropriately to each section of the dissertation.

3. Main results and conclusions

3.1. Main results

- The materials exploited and processed during the research process of the dissertation (especially original documents on Vietnam's foreign affairs activities currently stored at the National Archives Center III) enrich the existing and ongoing research materials on Vietnam's foreign affairs.

- Systematically present Vietnam's foreign relations during the period from 1976 to 1986.

- Analyze and evaluate the strengths and weaknesses, causes, and experiences of the Party's foreign policy leadership from 1976 to 1986.

- The research findings of this thesis can be used as reference material for anyone interested.

3.2. Conclusion

After researching the topic "The Communist Party of Vietnam's leadership in foreign affairs from 1976 to 1986," the thesis has achieved the following results:

1. Based on a general overview of the foreign policy of the Vietnamese Party and State before 1975, especially during the anti-American war for national liberation, to gain a comprehensive understanding of the consistent foreign policy goal of the Communist Party of Vietnam—independence, freedom, and national reunification—this thesis clarifies the characteristics and situation of the Vietnamese revolution in the new historical context as the main basis and foundation for changes in the guidelines, policies, and implementation process of the Vietnamese Party and State, aimed at expanding relations to rebuild the country and protect the homeland after the war (1976-1986). From there, it initially offers observations on the policies of the Vietnamese Party and State during this period.

2. The dissertation has clarified the characteristics, situation, and tasks of the Vietnamese revolution during the period when the entire Party and people actively strived to implement the Resolution of the 6th Central Committee Conference (1979), Resolution 39 of the Politburo (1981), and the Resolution of the 5th National Congress of the Party (March 1982), with the main goal of gradually breaking the encirclement and isolation, and lifting the country out of poverty and underdevelopment. At the same time, it fundamentally systematized the Party's viewpoints and policies and the practical foreign policy activities of the Vietnamese State during the period 1979-1986. Based on this, it contributed to affirming the initial victories in foreign policy during this period as a leverage for the open foreign policy of the Vietnamese Party and State aimed at comprehensive national renewal, which was adopted at the 6th National Congress of the Party (December 1986).

3. Along with providing comments on the advantages and limitations of the Party's foreign policy during the 1976-1986 period, the following lessons were drawn for subsequent periods: Firstly, accurately assessing the changing international and regional context; closely adhering to the country's realities and promptly adjusting foreign policy guidelines and policies; Secondly, continuously innovating foreign policy thinking, prioritizing foreign information work, and effectively organizing research, summarizing practical experiences, and forecasting international affairs; Thirdly, the principle of ensuring national interests and maintaining independence and self-reliance must be thoroughly understood and become the basis and foundation of the process of formulating and implementing foreign policy guidelines and policies; Fourthly, balancing relations with major powers and prioritizing and valuing relations with neighboring countries. These experiences remain valuable today.

4. The above experiences need to be effectively applied and promoted in the current cause of national construction and defense. Especially in the era of international integration, the rapidly changing and complex global and regional situation requires the Party to have a correct understanding of the trends of the times, to have correct and timely guidance based on the ultimate goal of ensuring national interests, being a reliable friend and partner, and a responsible member of the international community, contributing to the cause of peace, national independence, democracy, and social progress in the world.

Research objects of this topic are contents of the Party's foreign policy from 1976 to 1986 (views, guidelines and diplomat activities of the Party, State diplomacy and people's diplomacy) and the process of directing the implementation of these guidelines in practice by the Party.

The thesis is implemented based on the methodology of dialectical materialism and historical materialism, historical methodology; used mainly methods of history, logic, analysis, synthesis ... In addition, some other methods such as comparison, comparison, statistics ... The above methods are applied in accordance with each content of the thesis.

3. Major results and conclusions

3.1. The major results

- Documents are developed and processed in the course of research solving contents of the thesis (especially the original documents on Vietnam's diplomatic activities which are currently being archived at the National Archives Center III) to enrich the existing research document system on Vietnam's diplomacy.

- Present sciences Vietnam's diplomatic relations during the period from 1976 to 1986.

- Analyze and evaluate the strengths and limitations, causes and experiences of the Party's diplomatic leadership from 1976 to 1986.

- The results of the thesis can be used as reference for those who are interested.

3.2. Conclusions

After studying the topic of "Communist Party of Vietnam led foreign affairs from 1976 to 1986", the thesis has achieved the following results:

1. Based on the general presentation of the foreign policy of the Party and the State of Vietnam prior to 1975, especially during the anti-American resistance period to have a comprehensive view on the consistent foreign policy objectives of the Communist Party of Vietnam, namely independence of freedom and unification of the country, the thesis has come to clarify the characteristics and situation of the Vietnamese revolution in the new context of history as a main basis and foundation for changes in the guideline, policy as well as the direction of implementation of the Party and State of Vietnam for the purpose of expanding relations to rebuild the country and defend the country after the war (1976 - 1986). Since then, the first step is to make comments on the policies of the Party and State of Vietnam in this period.

2. The thesis has come to clarify the characteristics, situation and tasks of the Vietnamese revolution in the period of the whole Party and the whole people actively striving to implement the Resolution of the Sixth Plenum (1979), Resolution 39 of the Politburo (1981), the Resolution of the 5th National Party Congress (March - 1982), whose main objective is to step by step overcome the siege, isolation and bring the country out of poverty and underdevelopment. At the same time, systemizing basically the views and policies of the Party and the practice of diplomatic activities of the State of Vietnam in the period of 1979 - 1986. On that basis, contributes to affirming the initial achievements in diplomatic activities at this period as a lever for the open foreign policy of the Party and State of Vietnam for the purpose of comprehensive reform of the country adopted at the Sixth National Congress (December - 1986).

3. In addition to making comments on the strengths and limitations of the Party's foreign policy in the period of 1976 - 1986, from which to draw on foreign experiences for the following periods: Firstly, properly evaluate the change of international and regional context; closely follow the country's realities, promptly adjust the foreign policies; Secondly, constantly innovate the thinking in diplomacy, attach great importance to the work of diplomatic information, well organize good research and summary of international practices and forecasts; Thirdly, the principle of ensuring national resources, maintaining independence and self-control must be deeply understood and become the basis and foundation of the process of planning and implementing foreign guidelines and policies; Fourthly, balance relations with large and priority countries, attach importance to relations with large and priority countries. Those experiences are still valid today.

4. The above-mentioned experiences should be effectively utilized and promoted in the current construction and defense of the country. In particular, during the period of international integration, the world and in the region has changed rapidly and complicatedly, requiring the Party to have a proper understanding of the trend of the time, have correct and timely orientation on the basis of the ultimate goal which is to ensure interests of the situation of the country – nation, is a reliable partner and a responsible member of the international community, contributing to the cause of peace, national independence, democracy and social progress in the world.
