1.1. Research purpose

Clarifying the guidelines, policies and measures for agricultural economic development of the Thai Binh Provincial Party Committee from 1979 to 1996; assessing the achievements, limitations and causes of limitations in the process of the Party Committee leading the agricultural economy; on that basis, drawing some historical experiences for the present.

1.2. Research subjects

The thesis deeply studies the viewpoints, policies and agricultural economic leadership process of Thai Binh Provincial Party Committee from 1979 to 1996.

2. Research methods used

Based on the viewpoints of dialectical materialism, historical materialism and historical methodology, the thesis uses research methods of historical science, such as: historical and logical methods and closely combines these two methods, while also using methods of analysis, synthesis, comparison, statistics, expert opinions... In addition, it is combined with other interdisciplinary methods. The above methods are applied appropriately to each content of the thesis.

3. Main results and conclusions

3.1. Main results

- The thesis systematically presents the process of Thai Binh Provincial Party Committee leading the agricultural economy from 1979 to 1996, analyzing the viewpoints and perceptions of the Provincial Party Committee in finding a new direction.

- On the basis of clarifying achievements, limitations, and causes of limitations, the Thesis contributes to summarizing valuable experiences for reference in the present from the process of Thai Binh Provincial Party Committee leading the agricultural economy from 1979 to 1996.

3.2. Conclusion

After researching the topicThai Binh Party Committee led the development of agricultural economy from 1979 to 1996.can come to the following conclusions:

- Thai Binh is a province located in the Red River Delta with natural, economic and social conditions very favorable for comprehensive agricultural economic development. During the years 1979 - 1996, the Thai Binh Provincial Party Committee thoroughly grasped and creatively applied the Party's policy on economic development in general, and agricultural economy in particular, to local practice, gradually forming, developing and perfecting the province's policy.

- After the policy of developing the agricultural economy of the province, the Provincial Party Committee focused on directing the development of both cultivation and livestock, paying special attention to directing livestock to become the main production sector.

- From the process of the Thai Binh Provincial Party Committee leading the development of agricultural economy (1979 - 1996), the thesis has summarized four advantages and pointed out three limitations, at the same time clarifying the objective and subjective causes of those limitations. Thereby, affirming the correctness and creativity in the policy and direction of the implementation of agricultural economic development of the Provincial Party Committee, affirming the leadership role of the Provincial Party Committee and the implementation organization of the authorities at all levels, functional agencies and the role of the masses in agricultural economic development.

- Researching the leadership activities of the Thai Binh Provincial Party Committee on agricultural economic development in 17 years (1979 - 1996), the thesis draws 4 experiences:One is,Regularly grasp and creatively apply the Party's guidelines on agricultural economic development to local realities, and propose appropriate and correct policies;Second,The direction of construction of material and technical facilities and implementation of technical measures must be based on local realities, ensuring continuity, focus and balance in the implementation of technical measures; the direction must be strict, specific and thorough;Third,rely on the people, promote the people's strength in the process of agricultural economic development;Four is,Strengthening the leadership role of Party committees at all levels to meet the requirements of leadership in agricultural economic development. Those experiences are drawn from practice, have theoretical and practical significance, and have reference value in the current construction and development of agricultural economy of Thai Binh Provincial Party Committee.

- Thai Binh is a province located in the Red River delta where natural and socio-economic conditions are favorable for the development of a comprehensive agricultural economy. In the years of 1979-1996, Thai Binh Provincial Party Committee thoroughly grasped and creatively applied the Party Committee's policies on economic development in general and agricultural economy in particular in local reality, step by step formulating, developing and completing the province's policies.

- After the policy of developing the agricultural economy of the province, the provincial Party Committee has concentrated on directing the development of both cultivation and animal husbandry, especially to direct the raising of animal husbandry into the main production.

- From the process of leading the agricultural economy of Thai Binh Provincial Party Committee (1979-1996), the thesis outlines four advantages and three limitations, at the same time, the objective and subjective causes of these limitations are clarified. Thus, affirming the rightness and creativity in guiding and directing the agricultural economic development of the provincial Party Committee, affirming the leadership role of the provincial Party Committee and the organizational implementation of the main levels of government, governmental authorities and the role of the masses in the development of agricultural economy.
