- Thai Binh province, located in the Red River Delta, possesses very favorable natural, economic, and social conditions for comprehensive agricultural economic development. During the years 1979-1996, the Thai Binh Provincial Party Committee thoroughly understood and creatively applied the Party's policies on economic development in general, and agricultural economic development in particular, to the local reality, gradually forming, developing, and perfecting the province's policies.

- Following the province's policy on agricultural economic development, the Provincial Party Committee focused on directing the development of both crop cultivation and livestock farming, paying particular attention to making livestock farming a major production sector.

- Based on the process of the Thai Binh Provincial Party Committee's leadership in agricultural economic development (1979-1996), the thesis has summarized four advantages and clearly identified three limitations, while clarifying the objective and subjective causes of those limitations. Through this, it affirms the correctness and creativity of the provincial Party Committee's policies and guidance in agricultural economic development, affirming the leadership role of the provincial Party Committee and the organizational implementation by all levels of government, functional agencies, and the role of the people in agricultural economic development.

- Studying the leadership activities of the Thai Binh Provincial Party Committee in developing agricultural economy over 17 years (1979 - 1996), the thesis draws four conclusions:First,Regularly grasp and creatively apply the Party's guidelines on agricultural economic development to local realities, and formulate appropriate and correct policies;Secondly,The guidance on building infrastructure and implementing technical measures must be based on the local reality, ensuring continuity, focus, and balance in the implementation of technical measures; the leadership style must be rigorous, specific, and thorough;Third,Rely on the people and harness the strength of the people in the process of developing the agricultural economy;Fourth,Strengthening and maintaining the leadership role of Party committees at all levels is crucial to meeting the requirements of leading agricultural economic development. In the years of 1979-1996, Thai Binh Provincial Party Committee thoroughly grasped and creatively applied the Party Committee's policies on economic development in general and agricultural economy in particular in local reality, step by step formulating, developing and completing the province's policies.

- After the policy of developing the agricultural economy of the province, the provincial Party Committee has concentrated on directing the development of both cultivation and animal husbandry, especially to direct the raising of animal husbandry into the main production.

- From the process of leading the agricultural economy of Thai Binh Provincial Party Committee (1979-1996), the thesis outlines four advantages and three limitations, at the same time, the objective and subjective causes of these limitations are clarified.
