10. Summary of new results of the Thesis
In theory, based on the approach to the national innovation system, in which S&T activities originate from the needs of enterprises and society and create new products accepted by the market and society, the Thesis presents the philosophy of autonomous institutions in the S&T system. In addition, the Thesis clarifies the viewpoint that S&T tasks cannot originate from the subjective will of the State, the State is not the subject of S&T activities, the State does not directly carry out S&T activities.
In practice, based on the approach to the national innovation system, the Thesis proposes solutions to realize the autonomous institution in the Vietnamese S&T system: (1) The State does not directly carry out S&T activities, the State only performs the role of State management for S&T activities; (2) S&T tasks must be proactively proposed and organized by S&T activity subjects, the State can consider and provide funding to carry out S&T tasks; (3) S&T activity subjects have the right to autonomy in managing and using finance from all funding sources to carry out S&T tasks; (4) The network of public S&T organizations is restructured in a streamlined direction, reducing focal points and not being managed like public service units; (5) S&T human resources in public S&T organizations are not managed like civil servants and public employees of the State and have the right to autonomy in proposing and carrying out S&T tasks; (6) Science and technology are closely linked with production and training so that science and technology can demonstrate its role in socio-economic development; (7) Operate the economy in accordance with market rules, create a healthy competitive environment, promote the development of technology demand and develop the technology market.
11. Practical application
The content of the thesis can be used to serve the work of building policies for managing science and technology activities, managing science and technology human resources, managing finance in science and technology activities, and managing science and technology organizations.

In theory, based on the approach of national innovation system, in which science and technology activities come from the needs of enterprises and society and create new products accepted by the market and society, The thesis presents the philosophy of self-reliant institution in science and technology system. In addition, the thesis clarifies that the science and technology tasks can not be derived from the subjective will of the State. The State is not the subject of science and technology activities. The State does not directly implement science and technology activities.
In practice, based on theoretical and practical implementation of autonomy in the science and technology system in Vietnam, along with approaching to national innovation system, the author has introduced the solution for implementation of the autonomy mechanism in science and technology system in Vietnam, as follows: (1) The State does not directly perform science and technology activities, the State plays the single role of State management over science and technology activities; (2) science and technology tasks must be proposed and implemented by the science and technology owners, and the State may review and financially assist to the science and technology activities; (3) science and technology owners have rights to self-management and mobilization from all financial sources and sponsors for science and technology tasks; (4) The science and technology network needs to be restructured towards streamlining, reducing focal points and not being managed like the public service delivery agencies of the State; (5) science and technology personnel in public science and technology organizations should not be considered as civil servants or public employees and have the right to autonomy in predicting and implementing science and technology tasks; (6) Science and technology should be closely linked to production and training, in so doing, science and technology will play more role in socio-economic development; (7) Operate the economy in accordance with the market rules, create a healthy competitive environment, promote the development of technological demand and develop the technology market;

Contents of thesis can be used to serve the policy formulation of management of science and technology activities science and technology human resource management, financial management in science and technology activities, management of science and technology organizations.
