1. Purpose and scope of the thesis
1.1. Research Objectives
- The research clarifies several theoretical issues regarding the publication of archival materials, such as the concept, form, and principles of archival material publication, in accordance with the new context.
- Research to develop criteria for evaluating the effectiveness of publications.
- Analyze the current situation and evaluate the results and shortcomings of the publication of archival materials in Vietnam; investigate the reasons why the publication of archival materials has not achieved the desired effectiveness.
- Develop solutions to improve the effectiveness of publishing bibliographic materials in Vietnam.
1.2. Research Subjects
- The theory and methods of publishing archival materials, the legal basis and practice of publishing archival materials in Vietnam.
- The scientific basis for developing solutions to improve the effectiveness of publishing bibliographic materials in Vietnam.

2. Research methods used
- The methodology of dialectical materialism and historical materialism takes Marxist-Leninist theory, Ho Chi Minh Thought, and the Party's guiding principles as its theoretical basis.
- Historical method: To analyze, compare, and clarify the information in published bibliographic products with historical events and phenomena.
- Source material research method: To study, evaluate, and verify the accuracy of source materials when publishing source materials.
- Textual research method: Studying, approaching, and verifying the authenticity of documents and handwriting on those documents from the perspective of text, language, and writing style when conveying the text of the published document.
- Analytical and synthetic method: To analyze the current situation, results, and limitations of the publication of archival materials in Vietnam; to analyze the causes of the achievements and shortcomings of this work.
- Comparative method: To compare the current state of publication activities with the basis for evaluating publication effectiveness, thereby providing comments on the achievements and shortcomings of publication activities in Vietnam.
- Survey method: Conduct field surveys to obtain information and data on publication activities such as: the number of articles, publications, exhibitions, and personnel involved in publication work, etc.
- The interview method was used to interview a number of experts, managers of national archives, and staff directly involved in the publication of archival materials. Thanks to the use of this method, we collected a lot of important, objective information from those directly involved in and related to the publication activities.
3. Main results and conclusions
3.1. Main results
- To clarify the concept and forms of publishing archival documents in order to provide a scientific basis for proposing and adjusting regulations related to the publication of archival documents.
- Develop criteria for evaluating and identifying factors influencing the effectiveness of publishing archival documents in Vietnam.
- Provide an overview of the current state of archival document publication at national archives centers from 2007 to the present, and then offer comments and assessments on the effectiveness of document publication during this period.
- Propose several solutions to improve the effectiveness of publishing archival documents in Vietnam.
- Contributing to providing reference materials for researchers, educators, and students in the field of archives, or for archival institutions when carrying out the task of publishing documents.
3.2. Conclusion
- The National Archives Center is currently preserving approximately 30 km of nationally significant documents, compiled during the activities of prominent agencies, organizations, individuals, families, and clans in Vietnam from the 15th century to the present. It is necessary to effectively utilize the value of this precious information resource to serve the cause of national construction and defense, and the legitimate needs of individuals and organizations.
- From 2007 to the present, since the Prime Minister issued Directive No. 05/2007/CT-TTg on strengthening and promoting the value of archival documents, the National Archives Centers have made many efforts in organizing activities to publish archival documents.
- After each publication activity, the Centers summarize and draw lessons learned, but this usually only points out the results and limitations in organizing the publication, without evaluating the effectiveness of the publication based on scientific criteria.
- To improve the effectiveness of publishing archival documents, several solutions need to be implemented, such as: perfecting the theoretical and legal frameworks; implementing supporting solutions such as: organizing documents scientifically; strengthening document declassification; establishing an advisory body for archival document publication; inter-sectoral and international cooperation in archival activities; and increasing resources for publication activities.

2. Research methods
- The methodology of dialectical materialism, historical materialism, Marxist-Leninist theory, Ho Chi Minh's thought and the Party's guiding principles as the theoretical foundation.
- Historical method is used to analyze, compare and clarify the reliability of the information in the archival publications about historical events and phenomena.
- Historical materials method is used to study, check and verify the authenticity of historical data sources when publishing archival documents.
- Documentation method is used to study, approach and verify the reliability of documents and autographs on the document at the angle of writing, language and style when communicating the text of the publications.
- Analytical and synthesis methods are used to analyze the current situation, the results and limitations of the current publishing activity in Vietnam; to analyze the causes of the achievements and the limitations of this work.
- Comparison method is used to compare the actual situation of the publishing activity based on assessing the effectiveness of the publishing activity in order to comment on the achievements and the limitations of the publishing activity in Vietnam.
- Survey method is used to obtain the information and figures about the publishing activity such as the number of papers, publications, exhibitions, and personnel for the publishing activity.
- The interview method is used to interview some experts and managers of National Archives Centers, officials directly working in publishing field. By using this method, a lot of important information from people who are directly working on related publishing activity has been collected.
3. Major results and conclusions
3.1. The major results
- Clarifying the concept and form of publication of archival documents in order to have a scientific foundation for referencing and regulating regulations related to the publication of archival documents.
- Establishing the evaluation criteria and factors affecting the effectiveness of publication of archival documents in Vietnam.
- Summarizing publishing situation at the National Archives Centers from 2007 up to date, thereby giving comments and evaluating the publication effectiveness during this period.
- Proposing some solutions for improving the effectiveness of publication of archival documents in Vietnam.
- Contributing to the source of reference materials for researchers, lecturers, learners, archives field or archives in conducted publishing tasks.
3.2. Conclusions
- The National Archives Centers are preserving about 30 linear kilometers of nationally significant records. These materials have been created and formed during the operation of agencies, organizations, prominent individuals, families and family lines in Vietnam from 15thcentury up to date. It is necessary to promote the value of these precious information resources in the construction and defense of our nation and the legitimate needs of individuals and organizations.
- From 2007 until now, since the Prime Minister issued Direction No. 05/2007/CT-TTg on enhancing and promoting the value of archives, the National Archives Centers have made significant effort on organizing the publishing activities.
- After each publishing activity, the Centers have summarized and drawn experiences, but usually limited at pointing out the results and limitations in organizing the publishing activities, not evaluating the effectiveness of publication based on scientific foundation which are the evaluation criteria.
- In order to enhance the effectiveness of publication of archival documents, it is necessary to pay attention to implementing some solutions such as improving theoretical foundation, legal foundation and implementing supporting solutions such as organizing of archives documents scientifically; hurriedly extricating secrets of archival documents; establishing consultancy organizations on publication of archival documents; cooperating interdisciplinary and internationally in archives; strengthen resources for publishing activities.
