11. Summary of the new findings of the thesis
Firstly, the dissertation synthesizes and systematizes the theory while clarifying the objectives, legal basis, operating principles, and authority of provincial-level governments in several areas within the decentralization of state management between the central and local governments.
Secondly, the thesis honestly and objectively analyzes and evaluates the positive, dynamic, creative, and proactive nature of the Binh Duong provincial government's implementation of delegated authority over the past 20 years (1997-2017). This aims to clarify the dialectical interaction between the central government and local governments in Vietnam. Simultaneously, the thesis also points out some limitations and their causes within the Binh Duong provincial government's implementation of delegated authority.
Thirdly, based on theoretical understanding and the current state of exercising state management authority in Binh Duong province, the thesis proposes directions and some key solutions to further improve the effectiveness and quality of decentralization of state management between the central government and local governments in general, and the provincial government of Binh Duong province in particular, in the context of Vietnam's development of a socialist-oriented market economy and international integration.
12. Practical applications
This dissertation contributes to affirming the position and role of provincial-level governments in promoting their proactiveness, dynamism, creativity, and self-responsibility, as well as providing scientific arguments for continued innovation in the decentralization of state management between the central and local governments in Vietnam.
This dissertation contributes to summarizing the practical application of the Party's policies and viewpoints, and the Government's resolutions and decrees on enhancing and promoting the competence of provincial-level governments.
This thesis can serve as a reference for leaders, managers, and development strategists in Binh Duong province as well as nationwide, aiming to further enhance the effectiveness and efficiency of the delegated authority in state management in the future.

11. Summary of the main findings:
First of all, the thesis synthesizes and systematizes the theory as well as clarifies the objectives, legality, operating principles and authority of the provincial government in a number of fields in the decentralization of state management between the central and regional government.
Secondly, the thesis analyzes and evaluates honestly and objectively in order to reveal the positivity, dynamism, creativity, and proactivity of the provincial government of Binh Duong province in 20 years (1997 - 2017) when applying the delegation of authority. Thereby contributes to clarify the dialectical interaction in the relationship between the central and regional authorities in Vietnam. At the same time, the thesis also points out a number of limitations of the provincial government of Binh Duong province when exercising the authority decentralized by the central government and the causes of these limitations.
Thirdly, stemming from theoretical awareness and the actual of implementing state management authority in Binh Duong province, the thesis outlines the direction, some key solutions to continue to improve the efficiency and quality of management decentralization between the central government and regional authorities in general, and the provincial government situation of Binh Duong province in particular in the context in which Vietnam is developing socialist-oriented market economy and international integration.
12. Practical applicability:
The thesis contributes to affirming the position and roles of the provincial government in order to promote the positivity, dynamism, creativity and self-responsibility as well as providing a scientific basis for the continued innovation in the decentralization of state management between the central and regional governments in Vietnam.
The thesis also provides a practical summary of the Party's guidelines and views, the Government's resolutions and decrees on improving and promoting the bravery of the provincial government.
The thesis can serve as a reference for leaders, and managers for determining development strategies in Binh Duong province as well as the whole country in order to further improve the effectiveness and efficiency in the process of applying The delegation of authority of state management in the near future.
