The 2023-2025 term of the Rector's Union I includes the Training Department, the Department of Politics & Student Affairs, the Center for Foreign Languages & Training Cooperation. During the term, the union members have changed due to the transfer and change of work according to Resolution 18-NQ/TW of the Party Central Committee on continuing to innovate and streamline the apparatus of the political system to operate effectively and efficiently. The Department of Politics & Student Affairs transferred its activities to the Rector's Union IV from April 2025, then merged the Training Department and the Student Affairs Department into the Training and Student Affairs Department from August 2025; the Center for Foreign Languages and Training Cooperation transferred its activities to the Rector's Union III. The Union Executive Committee has also completed the Executive Committee team according to the times of changes in the Executive Committee's personnel during the term.
As of October 2025, the Union I of the School Block has 28 union members, of which 25 are from the Department of Training and Human Resources, 01 union member is the Secretary, Chairman of the Board of Directors, 02 union members are Vice Principals of the School. The total number of union members includes 10 men and 18 women; union members with academic titles of Associate Professor - Doctor: 03 people, Doctor: 04 people, Master: 17 people, Bachelor: 04 people. Currently, there are 02 union members doing PhD in the country.
The Trade Union of the Headquarters I operates under the direction of the Party Committee of the Headquarters I and the plans and programs of the higher-level Trade Union as well as the tasks of the unit. In the activities of the Trade Union, there are exchanges and agreements with the authorities, the leaders of the Department of Training and Investment as well as leaders at all levels. The Trade Union of the Headquarters I has achieved many achievements in the 2023-2025 term.
The Congress listened to the Summary Report of the Trade Union I's work in the 2023-2025 term, the direction and tasks for the 2025-2030 term; and the Review Report for the 2023-2025 term.
The Congress also listened to delegates' comments on the summary report and directions for the upcoming term. The comments emphasized the role of the Trade Union in improving the professional capacity of each union member; strengthening the cooperative and supportive relationship between union members to successfully complete professional tasks and improve spiritual life. In addition, the Trade Union contributes to building a professional and friendly working environment so that each union member always feels happy and attached, contributing to the development of the Trade Union in particular and the School in general.
Comrade Pham Van Hue - Deputy Secretary of Party Cell I gave a supplementary speech on the summary report and directions for the next term of the Trade Union I of the Headquarters.
The Congress agreed on the Resolution, in which it agreed on the summary report assessing the results of the implementation of the Congress Resolution for the 2023-2025 term, and the direction and tasks for the 2025-2030 term. The Congress agreed on specific goals for the new term, including: 100% of union members have a firm and steadfast ideology, have clear political views, and absolutely trust in the leadership of the Party and the State. Strictly comply with all guidelines, policies of the Party and laws of the State, participate in campaigns, learn and study resolutions according to the general direction of the Party and the superior Union. 100% of union members comply with the internal regulations of the agency, strictly comply with the democratic regulations in the unit, overcome all difficulties to complete assigned tasks, and do not violate the union charter. Strive for 100% of union members to achieve the title of advanced worker, at least 15% of union members to achieve the title of emulation fighter at the grassroots level, and at least 15% of union members to be proposed for commendation at all levels.

Speaking at the Congress, comrade Ngo Thi Kieu Oanh - President of the Trade Union of the University of Social Sciences and Humanities highly appreciated the contributions of the Trade Union I of the Principal's Block and individual trade union members who have made core contributions to the activities of the School Trade Union in particular and the development of the School.
In the context of university autonomy and streamlining the apparatus, the role of the trade union organization is no longer limited to protecting the legitimate and legal rights of workers, but must become a force accompanying the government, proactive and creative in developing the personal capacity of each union member, for the sustainable, happy and humane development of the University of Social Sciences and Humanities.
Therefore, the Union needs to change its organizational methods and innovate its operational forms to suit the development requirements of the school. Union members must not only “fulfill their roles” but also perform better and more professionally to affirm their role in the school’s apparatus.
