This morning, September 16, 2025, at the online conference venue of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, more than 500 Party members, including staff, lecturers, and students of the University, participated in the National Conference on the thorough understanding and implementation of four important resolutions of the Politburo.

The resolutions that were discussed and implemented at the Conference include:Resolution No. 59-NQ/TWof the Politburo on international integration in the new situation;Resolution No. 70-NQ/TWof the Politburo on ensuring national energy security until 2030, with a vision to 2045;Resolution No. 71-NQ/TWof the Politburo on breakthroughs in education and training development, andResolution No. 72-NQ/TWof the Politburo on a number of breakthrough solutions to strengthen the protection, care, and improvement of people's health. The conference aimed to thoroughly understand and seriously implement the four resolutions of the Politburo to central ministries, departments, and agencies, as well as provincial and city Party committees, Party committees directly under the Central Committee; Party committees, Party organizations, agencies, organizations, cadres, Party members, and the workforce in foreign affairs, energy, education and training, and health. Through this conference, we aim to raise awareness, responsibility, political determination, self-discipline, and exemplary conduct among Party committees, organizations, agencies, organizations, cadres, Party members, and those working in foreign affairs, energy, education and training, and healthcare, in order to effectively implement the four resolutions of the Politburo, in accordance with their functions, tasks, and practical situations at the local level, within their respective agencies and units. The conference heard presentations from Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister; Comrade Le Hoai Trung, Secretary of the Central Committee and Acting Minister of Foreign Affairs; and Comrade Nguyen Thanh Nghi, Member of the Central Committee and Head of the Central Policy and Strategy Committee, on the core contents of the four resolutions. In his keynote address at the Conference, General Secretary To Lam outlined several key directions, tasks, and solutions for each Resolution, while also clarifying the dialectical and mutually reinforcing relationship between the Resolutions.

AboutResolution No. 71-NQ/TWRegarding the Politburo's directive on breakthroughs in education and training development, Comrade To Lam emphasized: Clearly defining education and training as a top national priority and a key driving force for national development is crucial. Investing in education is investing in, nurturing, and enhancing the "national spirit," and is an investment in the future of the nation. This is the most crucial area of all, the fundamental driving force behind increased productivity, breakthroughs in national competitiveness, and the nurturing of development aspirations. Education and training should follow the motto: "Quality as the central focus - teachers as the key element - technology as the lever." Regarding solutions, General Secretary To Lam directed eight main groups of actions: First,, establishing national output standards according to educational level and occupation; implementing mandatory accreditation, and public rankings linked to the mission. SecondReforming the curriculum and assessment system, reducing the emphasis on academic achievement, combating widespread private tutoring; implementing standardized assessments, and focusing on core skills. Third isA breakthrough in the teaching staff: new professional standards, performance-based compensation, scholarships to attract teachers, professional development, and ensuring the ethics and honor of teachers. Fourth isPromoting university autonomy coupled with accountability; co-creating curricula with businesses; increasing paid internships; and building innovation centers. The year isUpgrading vocational education to connect with the supply chain, promoting hands-on learning through a dual model; recognizing digital skills certificates; and conducting assessments by businesses. Six isDigital transformation in education: national open educational resources, lifelong electronic learning records, secure examination platform, and data security assurance. Seven isEducation financing has the following objectives: to care for and support disadvantaged groups with appropriate solutions (not special favoritism); a skills development fund; and a mechanism for ordering training based on regional and sectoral needs. Eight isInternationalization: credit recognition, joint programs, attracting international experts, raising foreign language standards by industry.
