The University of Social Sciences and Humanities has great potential to contribute to the cause of Vietnamese language training for overseas Vietnamese.

On the morning of October 9, 2021, the State Committee for Overseas Vietnamese Affairs (SCSA), Ministry of Foreign Affairs, in collaboration with the Department of Continuing Education, Ministry of Education and Training, held an online opening ceremony for the “Training Course on Teaching Vietnamese for Overseas Vietnamese Teachers”. The program is part of efforts to improve the Vietnamese language teaching skills of overseas Vietnamese in Asia, Europe, the United States, Australia, and other territories. Due to the impact of the Covid-19 pandemic, this annual training course was held online for the first time, with a record number of volunteer teachers participating (over 400 registrations).

Attending the opening ceremony were Mr. Luong Thanh Nghi - Vice Chairman of the State Committee for Overseas Vietnamese Affairs; Mr. Dinh Hoang Linh - Director of the Information and Culture Department, State Committee for Overseas Vietnamese Affairs; Mr. Hoang Duc Minh - Director of the Continuing Education Department, Ministry of Education and Training; Assoc. Prof. Dr. Duong Tuan Anh - Deputy Head of the Faculty of Literature, Hanoi Pedagogical University; and Dr. Le Thi Thanh Tam - Head of the Faculty of Vietnamese Studies and Vietnamese Language, University of Social Sciences and Humanities, Vietnam National University, Hanoi.

The 2021 online training course on teaching Vietnamese to Vietnamese teachers abroad is a major effort by the Committee for Overseas Vietnamese Affairs to support overseas Vietnamese in participating in teaching and learning Vietnamese online globally. The 18-session training course is considered a meticulous and high-quality preparation for implementing Conclusion No. 12/KL-TW dated August 12, 2021, of the Politburo on overseas Vietnamese affairs in the new situation, especially in promoting the teaching and learning of Vietnamese as a native language.

At the opening ceremony, Dr. Le Thi Thanh Tam, Head of the Department of Vietnamese Studies and Vietnamese Language, University of Social Sciences and Humanities, Vietnam National University, Hanoi, affirmed that teaching Vietnamese to generations of Vietnamese people abroad has specific requirements in terms of content and methodology. Among these, the requirement to educate about the original Vietnamese culture and revive the unique characteristics of their cultural roots through language is a crucial issue. Dr. Le Thi Thanh Tam affirmed that the training course holds significant value, both in terms of its humanitarian spirit and its contribution to the cause of Vietnamese language training worldwide, making a substantial contribution to developing human resources for the country. Preserving the Vietnamese language for generations of Vietnamese people across the globe is not only about preserving the memory, history, and culture of the nation, but also about preserving the blood ties and fraternal bonds of a unified and strong Vietnam.

At the Japanese end of the conference, Ms. Nguyen Ha Chung shared the challenges in teaching the language and her expectations that this training course would provide up-to-date and necessary knowledge and methods. Mr. Nguyen Truong Thi from Thailand expressed his gratitude to the Party and the State for their attention in organizing the course during this difficult period of the pandemic.

Following the opening ceremony, a panel discussion was held on...The current state of teaching and learning Vietnamese for the Vietnamese diaspora community and measures to promote it.The event was chaired by Mr. Dinh Hoang Linh, representative of the Committee for Overseas Vietnamese Affairs; Assoc. Prof. Dr. Vu Thi Tu Anh - Deputy Director of the Department of Continuing Education; and Assoc. Prof. Dr. Duong Tuan Anh - Head of the professional group at Hanoi Pedagogical University. The audience listened to the opinions and discussions of Vietnamese teachers currently teaching in Japan, China, South Korea, Thailand, Taiwan, Cambodia, etc., regarding concerns about language teaching methods, expectations for online learning materials to support teaching and self-learning of Vietnamese among overseas Vietnamese, and specific requirements for different learning groups and cultural regions. The model for storing language teaching resources and the online Vietnamese language learning platform also present challenges for the majority of overseas Vietnamese.

Associate Professor Dr. Duong Tuan Anh, Deputy Head of the Faculty of Literature, Hanoi Pedagogical University, outlined the main spirit of the training program, emphasizing the cultural context within language. The system consists of 3 modules, including: 1-General Linguistics and the Vietnamese Language; 2 –Vietnamese language in Vietnamese culture and daily life.; 3 -Methods of teaching and evaluating Vietnamese languageThe content is distributed harmoniously to support the knowledge and methods of the training course participants.

Dr. Le Thi Thanh Tam, Head of the Department of Vietnamese Studies and Vietnamese Language, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, shared information about the Project.Enhancing online Vietnamese language instruction for Vietnamese people living abroad.The project has been undertaken by the Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi since 2020. To date, the Faculty's expert team has completed a large corpus of nearly 11,000 pages, including the entire curriculum for teaching Vietnamese according to the 6-level competency framework, supplementary materials on social sciences and humanities, and guidebooks for teachers and parents. It is expected that the corpus on tourism, commerce, cuisine, communication, and other important components for language teaching will be completed soon and put into use. The Faculty of Vietnamese Studies and Vietnamese Language has also completed two bilingual textbooks for teaching Vietnamese to Vietnamese children abroad, and VTV4 television station has selected these resources to develop a program specifically for Vietnamese children overseas. Currently, Vietnam National University, Hanoi is also taking steps to prepare for the deployment of an online platform to concretize the Vietnamese language training channel for Vietnamese people abroad.

Associate Professor Vu Thi Tu Anh, Deputy Director of the Department of Continuing Education, Ministry of Education and Training, clarified the meticulous preparation process for this special online training session. Accordingly, the Department has implemented a plan to build a collection of Vietnamese cultural materials, compiled by a team of lecturers, experts, and scientists from Hanoi Pedagogical University, along with other related content, ensuring that the Vietnamese language becomes increasingly accessible and practical for the Vietnamese community abroad. According to Associate Professor Vu Thi Tu Anh, in the future, there is a possibility of further improving the assessment process and enhancing the program quality to soon issue certificates to overseas Vietnamese participating in the training course, instead of the current certification system.

The Department of Vietnamese Studies and Vietnamese Language has been entrusted by the Ministry of Foreign Affairs and the Ministry of Education and Training with the professional work of this training course for many years. This activity, along with outstanding achievements in compiling materials, textbooks, and Vietnamese language teaching programs for various target groups, especially Vietnamese people living abroad, has affirmed the significant potential contribution of the Department's staff and the University to the cause of Vietnamese language training for overseas Vietnamese.
