On December 9, 2024, Vietnam National University, Hanoi (VNU) organized a conference to study, research, and thoroughly understand some major orientations of the Party and the directives of General Secretary To Lam.
At the conference, the comradeDoan Van Bau, Director of the Department of Political Theory, Central Propaganda Department, presented a report on the major orientations of the Party and the directives of General Secretary To Lam regarding the new era - the era of national resurgence.

ComradeDoan Van Bau highly appreciated the proactive approach of the Standing Committee of the Party Committee of Vietnam National University, Hanoi in implementing the political activity to study, understand, and disseminate the guiding ideology and major orientations of the Party and General Secretary To Lam. Doan Van Bau, Director of the Department of Political Theory, Central Propaganda Department, emphasized that General Secretary To Lam's ideology was unanimously affirmed by the 10th Plenum of the 13th Central Committee of the Party. This is a new policy and orientation with strategic importance for national development, possessing great political significance, and should be included in the documents of the 14th Party Congress, thoroughly understood throughout the Party, the people, and the armed forces, and implemented with high political determination.
He highlighted the strategic directions set by General Secretary To Lam to usher the country into a new era – an era of national progress – including: improving the Party's leadership methods; strengthening Party principles in building and perfecting the socialist rule of law state of the people, by the people, and for the people; streamlining the organizational structure for effective and efficient operation; digital transformation; combating waste; personnel; and the economy.
In particular, streamlining the organizational structure for effective and efficient operation is a pressing issue. Currently, 70% of the budget is used to maintain the operation of the administrative apparatus, while the restructuring and streamlining of the state administrative apparatus to ensure efficient and effective operation, reduce the number of departments and intermediate levels, remains inadequate. Some departments are still cumbersome, with overlapping legislative and executive functions, failing to truly meet the requirements for improving the effectiveness and efficiency of management. Some ministries and sectors still shoulder the responsibilities of local authorities, leading to the existence of a "request and grant" mechanism, easily giving rise to negative practices and corruption. The downsizing of personnel, linked to job positions, and the improvement of the quality and restructuring of the civil servant workforce are not yet thorough. This is one of the reasons hindering development, increasing administrative procedures, wasting the time and effort of businesses and citizens, and missing opportunities for national development.

The strategic policy outlined will continue to focus on building and streamlining the organizational structure of the Party, the National Assembly, the Government, the Fatherland Front, and political and social organizations to ensure effective and efficient operation; streamlining the organizational structure of Party agencies, truly making them the intellectual core, the "general staff," and the vanguard leading State agencies.
Eliminate unnecessary intermediaries and reorganize the system towards a multi-sectoral and multi-field approach. Promote decentralization and delegation of power in the direction of "local authorities decide, local authorities act, local authorities are responsible," coupled with strengthened inspection and supervision, clearly defining responsibilities between the central and local governments, between different levels of local government, and between managers and employees.
Speaking at the conference,According to Nguyen Hoang Hai, Deputy Secretary of the Party Committee and Deputy Director of VNU Hanoi, on December 7th, VNU Hanoi and VNU Ho Chi Minh City held their 2024 annual review meeting with the theme "The Role and Mission of the National University in the Era of National Advancement".After 30 years of construction and development, Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City have consistently adhered to their mission as multidisciplinary and multi-field training and scientific research centers reaching world-class standards, serving as the leading force and core for the entire education and training system, developing human resources, and conducting cutting-edge scientific and technological research to serve the sustainable development of the country.

Vice Director Nguyen Hoang Hai presented a summary of the content of the meeting of the Party Committee of Vietnam National University, Hanoi (VNU) and the 3rd session of the VNU Council, term 2021-2026. Accordingly, the VNU leadership unanimously agreed on the implementation of the Party's major orientations and the directives of General Secretary To Lam regarding the new era - the era of national progress. VNU has been and is innovating and streamlining its organizational structure to operate effectively and efficiently. Recently, the Standing Committee of the Party Committee of Vietnam National University, Hanoi (VNU) and the VNU Council agreed on the principle of reorganizing the three project management boards of VNU (including the Project Management Board, the Project Management Board for the construction investment project of VNU in Hoa Lac, and the Project Management Board for the development of national universities in Vietnam - VNU sub-project) into one project management board. This includes immediately merging the Project Management Board and the Project Management Board for the construction investment project of VNU in Hoa Lac into a single Project Management Board directly under VNU.
Furthermore, VNU will continue to be a pioneer in training and research to gradually master high technologies, making a significant contribution to the development of the economy and society, and contributing to the sustainable development of the nation.
