In accordance with Resolution 18-NQ/TW, Vietnam National University, Hanoi (VNU) quickly implemented reforms and streamlined its organizational structure to be more efficient and effective. On December 24, 2024, VNU held a meeting of its Steering Committee to summarize the implementation of Resolution 18-NQ/TW and to develop and implement a plan for streamlining the organizational structure within VNU.
Based on the reports of the Head of the Party Committee's Organization Department and the Head of the Personnel Organization Department of VNU, after hearing the opinions expressed at the conference and engaging in discussions, the Steering Committee and the Standing Committee of the VNU Party Committee unanimously concluded:
1. Vietnam National University, Hanoi (VNU) identifies this as an opportunity to reorganize and streamline its organizational structure, innovate management methods and work processes, improve the quality of its staff, and enhance operational efficiency.
2. The Vietnam National University, Hanoi (VNU) and its member universities shall reorganize and streamline their organizational structures to ensure that the objectives and targets are met; the deadline for completion is before January 15, 2025.
3. Party committees and leaders of member scientific research institutes and affiliated units shall coordinate with the Personnel and Organization Department to propose plans for restructuring and streamlining the organizational apparatus of VNU, ensuring the targets are met as directed by the Prime Minister; and report to the Steering Committee before December 31, 2024.
4. Offices, functional departments, and member units/affiliated units (hereinafter referred to as agencies/units) shall proactively review internal management regulations, especially those related to training and science and technology management processes, standardize databases, eliminate ineffective procedures, documents, or implementation methods, comprehensively reform administrative processes, and ensure that 100% of work processes are carried out in a digital environment, thereby improving the quality and efficiency of work performance.
5. Agencies and units should proactively review and improve standards and regulations for personnel evaluation and establish mechanisms for training, developing, and replacing personnel who do not meet the requirements in implementing the internationalization strategy of VNU in the coming period.
