Thoroughly implementing Resolution 18-NQ/TW, VNU quickly implemented innovation, streamlined the apparatus, and made it effective and efficient. On December 24, 2024, VNU held a meeting of the VNU Steering Committee to summarize the implementation of Resolution 18-NQ/TW and develop and implement the Project to streamline the apparatus in VNU.
Based on the report of the Head of the Party Committee Organization Board, Head of the VNU Personnel Organization Board, after listening to the opinions expressed at the conference and exchanging and discussing, the Steering Committee and the Standing Committee of the VNU Party Committee unanimously concluded:
1. VNU identifies this as an opportunity to reorganize and streamline the organizational structure, innovate management methods and working processes, improve staff quality and operational efficiency.
2. VNU and its member universities shall reorganize and streamline their organizational structure to ensure that they meet their goals and targets; the deadline for completion is January 15, 2025.
3. Party committees and leaders of member scientific research institutes and affiliated units coordinate with the Organization and Personnel Board to propose plans to arrange and streamline the organizational apparatus of VNU to ensure targets according to the direction of the Prime Minister; report to the Steering Committee before December 31, 2024.
4. The Office, functional departments and member units, affiliated units (hereinafter referred to as agencies and units) proactively review internal management regulations, especially the management processes of training and science and technology activities, unify the database, eliminate procedures, documents or implementation methods that are not substantive, comprehensive administrative reform, ensure that 100% of work processing processes are carried out in the digital environment, thereby improving the quality and efficiency of work performance.
5. Agencies and units proactively review and complete standards and regulations for personnel assessment and have mechanisms for training, fostering, and replacing personnel who do not meet the requirements in implementing the internationalization strategy of VNU's activities in the coming time.
