VNU-USSH scientists consult on resource mobilization and development of Lao Cai province to become a regional connectivity center

This morning, November 29, 2024, the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) in collaboration with the Lao Cai Provincial Party Committee's Propaganda Department and Lao Cai Provincial Political School organized the National Scientific Conference "Promoting social and humanistic values ​​and resources to serve the development of Lao Cai province to become a growth pole and a regional connectivity center by 2030, with a vision to 2050".
 
The workshop attracted the participation of experts, researchers, and managers from the University of Social Sciences and Humanities, Vietnam Academy of Social Sciences, Academy of Public Administration, National Economics University; and representatives of a number of departments, branches, sectors, and localities of the province.
Speaking at the workshop, Mr. Vu Xuan Cuong - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Lao Cai province, outlined the characteristics of the situation, outstanding results, goals and strategies in socio-economic development of Lao Cai province, especially the potential, strengths and attention of the province in promoting values, social and human resources, preserving and promoting cultural identity, building Lao Cai people for comprehensive development.
The Standing Deputy Secretary of the Provincial Party Committee suggested that delegates and scientists participating in the workshop focus on researching, analyzing, discussing and evaluating the current status of values ​​and social and human resources of Lao Cai. From there, propose viewpoints, orientations, mechanisms, policies and solutions to promote values ​​and social and human resources, contributing to building Lao Cai into a growth pole and a center of economic connection and trade between Vietnam and ASEAN countries with the Southwest region of China.

In his report to introduce the workshop, Associate Professor, Dr. Bui Thanh Nam - Vice Chairman of the University Council, Head of Training Department, University of Social Sciences and Humanities, VNU, said that the planning of Lao Cai province for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision 316/QD-TTg, has determined to build and develop Lao Cai province into a growth pole and a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region of China, in line with the common development viewpoints and policies of the Northern Midlands and Mountains region and the whole country, contributing significantly to promoting socio-economic development, ensuring national defense, security and foreign affairs of the region and the whole country.
The workshop is a scientific forum for management agencies and scientists to discuss and clarify theoretical issues, current situations and propose viewpoints, orientations, mechanisms, policies and solutions to promote values, social and human resources to serve the development of Lao Cai province to become a growth pole and regional connection center by 2030, with a vision to 2050.
Assoc.Prof.Dr.Bui Thanh Nam - Vice Chairman of the University Council, Head of Training Department, University of Social Sciences and Humanities, VNU presented the introductory report at the conference.
With more than 30 papers sent to the conference from scientists and managers, the focus was on analyzing and clarifying theoretical issues on values, social and human resources and promoting those values, social and human resources to meet the development requirements of Lao Cai province in the new period; identifying, analyzing, and evaluating the current status of values ​​and social and human resources in Lao Cai province and the current status of promoting values ​​and social and human resources in Lao Cai province.
On that basis, scientists and managers have proposed a system of viewpoints, guidelines, orientations, goals, solutions, mechanisms, policies and conditions to ensure the promotion of values ​​and social and human resources of Lao Cai province, contributing to building and developing Lao Cai province into a growth pole and regional connection center by 2030, with a vision to 2050.
At the workshop, scientists from the University of Social Sciences and Humanities contributed many papers with high scientific and practical value, such as: Ethnic cultural resources and cultural policies of Vietnam in the context of integration and development (Associate Professor, Dr. Nguyen Truong Giang); Identifying, assessing the current situation and promoting social and human values ​​and resources in responding to non-traditional security challenges (Associate Professor, Dr. Nguyen Van Chieu, Dr. Le Trung Kien); Identifying, assessing the current situation and promoting social and human values ​​and resources in responding to natural disasters and adapting to climate change in Vietnam (Dr. Nguyen Thi Thuy Trang); Regional and sub-regional linkages: importance in rapid and sustainable development (Associate Professor, Dr. Nguyen Manh Dung).

In addition, the presentations presented lessons learned from countries and different approaches from the economic - social - cultural characteristics of Lao Cai, such as: Japan's experience in promoting social - human resources and lessons for Lao Cai province (Dr. Nguyen Duy Quynh); Experience in developing green urban areas, ecological urban areas associated with sustainable development: Suggested experiences for Lao Cai City, Lao Cai province (Dr. Duong Tat Thanh); Promoting resources through implementing democracy in ethnic minority areas (MSc. Hoang Thanh Lich, Associate Professor, Dr. Nguyen Van Chieu); Preserving and promoting cultural values ​​associated with sustainable development in Lao Cai - Viewed from a policy approach for the Hmong ethnic minority (Dr. Nguyen Tran Tien).
Comrade Duong Duc Huy - Head of the Propaganda Department of Lao Cai Provincial Party Committee highly appreciated the scientific and practical value of the workshop.
Speaking at the conclusion of the workshop, Mr. Duong Duc Huy - Head of the Propaganda Department of Lao Cai Provincial Party Committee emphasized that the opinions of experts, researchers and scholars are an important basis for Lao Cai to focus on solutions to promote values ​​and social and human resources to serve the development of the province to become a growth pole, a regional connection center by 2030, with a vision to 2050. The workshop is not only a forum for academic exchange, but also the beginning of many opportunities for cooperation in training, scientific research, policy consulting and local development between the University of Social Sciences and Humanities and agencies and units of Lao Cai province in the future.
