Attending the ceremony, on behalf of the University of Social Sciences and Humanities, there were Prof. Dr. Hoang Anh Tuan (Rector), Assoc. Prof. Dr. Bui Thanh Nam (Vice Chairman of the University Council, Head of Training Department), representatives of the Faculty of Information - Library and the Department of Cooperation and Development.
Representing the German International Cooperation Agency (GIZ) was Ms. Sita Zimpel, Project Team Leader, GIZ Vietnam.
Speaking at the ceremony, Rector Hoang Anh Tuan introduced the outstanding achievements of the University in the fields of training, scientific research and innovation. With a tradition of nearly 80 years, VNU-USSH is not only a leading training center in the fields of social sciences and humanities but also a pioneer in the digital transformation process, applying technological achievements in teaching and university management. Since 2020, VNU-USSH has been selected by Meta (formerly Facebook) as the only official partner in Vietnam to implement many projects on digital capacity and artificial intelligence (AI). One of the important results of the Project is that VNU-USSH has issued the Digital Capacity Framework for students for the first time in Vietnam, which has been referenced by more than 150 universities to include in their curriculum. In addition, VNU-USSH also actively participated and played a key role in developing the Draft Digital Competency Framework for learners in the entire national education system chaired by the Ministry of Education and Training, affirming its leading role in innovation in education and training.

"With that experience, the University of Social Sciences and Humanities is ready to actively and effectively participate in the implementation of the "Digital Skills for Success" (DS2S) Project of the German International Cooperation Organization" - President Hoang Anh Tuan affirmed.
Associate Professor, Dr. Do Van Hung (Head of the Faculty of Information and Library) also shared: After the success of the first cooperation, Meta continues to support and accompany VNU-USSH to implement the project "Improving the capacity to apply GEN AI in teaching and learning for lecturers and students". The project has been implemented since the end of 2023 and achieved very positive initial results.
Associate Professor, Dr. Do Van Hung shared about digital capacity-related projects that the Faculty of Information and Library Science and the University of Social Sciences and Humanities have been and are implementing.
Assoc. Prof. Dr. Bui Thanh Nam expressed his hope that with the support and companionship of GIZ, the Project "Digital Skills for Success" will be successfully implemented and will certainly bring many practical values to students and lecturers not only of the University of Social Sciences and Humanities but also many other universities in Vietnam.
Introducing more about GIZ as well as the objectives and content of the “Digital Skills to Succeed” (DS2S) Project, Ms. Sita Zimpel emphasized: As a leading organization in the field of international cooperation, GIZ with more than 60 years of experience and operations in more than 120 countries is committed to supporting sustainable development goals globally. The “Digital Skills to Succeed” (DS2S) project is an initiative funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), aiming to improve digital skills for university students, especially women, in Bangladesh, India and Vietnam, through three main outcomes: Building a Digital Skills Network and training centers; Strengthening capacity for universities; Cooperating with German universities and businesses to co-create digital skills courses for students.
Ms. Sita Zimpel expressed her surprise and admiration for the results of the implementation of the University's digital skills projects and affirmed that the cooperation with VNU-USSH is an important step forward for the Project to promote sustainable values, especially in areas such as education, environment and economic development. With a team of leading experts and experience, VNU-USSH will certainly become a potential partner in the digital skills network, contributing expertise and resources to promote cooperation initiatives, supporting Vietnamese students to improve their digital capacity in the context of global digital transformation. The active participation of VNU-USSH not only helps form a regional connection platform but also creates conditions for Vietnam to become one of the leading countries in developing high-quality human resources; participating in solving common challenges of the world and the region in the future.

Ms. Sita Zimpel shared a lot of information about the “Digital Skills for Success” (DS2S) Project and the specific goals that the project hopes to achieve when implemented in Vietnam.
After discussing cooperation opportunities and the participation and roles of the parties in the Project, the two sides agreed to sign a cooperation agreement with some key contents:
- GIZ is committed to coordinating and supporting this network to develop sustainably, create positive impacts, contribute to improving digital skills and address common regional challenges in the future.
- The two sides coordinate to organize Capacity Development Programs for staff, lecturers and students of the School, focusing on specialized certificate courses on digital skills under the sponsorship of GIZ.
- GIZ will support universities in identifying and linking with potential partners in relevant industries to provide practical learning opportunities for students, to bridge the gap between universities and businesses/employers, to provide students with valuable practical experiences that complement their learning at school, to improve their employability and to ensure that students are well prepared to meet the high demands of the labour market.
- The two sides will coordinate to implement a series of Digital Skills Seminars with the sharing of many leading experts in Vietnam and other countries on topics such as advanced technology and digital capabilities, career trends in the rapidly developing digital context.
- The two parties will periodically hold meetings, in person or online, to develop and agree on operational plans, while ensuring the Project is implemented on schedule and with quality.
At the end of the signing ceremony, President Hoang Anh Tuan once again thanked Ms. Sita Zimpel personally as well as the Board of Directors of the German International Cooperation Agency for trusting and giving the USSH the opportunity to become an important partner in the DS2S Project network. VNU-USSH is committed to participating responsibly and actively coordinating with other stakeholders, including universities, state agencies, research institutes and private units to contribute to the implementation of the Project in order to bring practical values to lecturers, students and young workers in Vietnam.
