In recent years, the regional and world situation has had many complex developments, including territorial disputes, with potential risks of conflict and instability. Therefore, actively conducting research to provide solid scientific arguments and propose practical solutions is increasingly important as an important measure to contribute to protecting national sovereignty and territory.
Exactly 10 years ago, in April 2014, in Ho Chi Minh City, Professor - People's Teacher Phan Huy Le - Chairman of the Vietnam Historical Science Association - launched a campaign for historians nationwide to promote research on Vietnam's national sovereignty over territory and territorial waters. Over the past 10 years, this topic has been focused on by historians nationwide and has achieved many outstanding achievements.

President of Vietnam Historical Science Association, Associate Professor, Dr. Tran Duc Cuong
In his report, President of the Vietnam Historical Science Association, Associate Professor, Dr. Tran Duc Cuong, stated that national sovereignty and territory are sacred values of every country and every ethnic community in all eras since the emergence of the state. For the Vietnamese people, independence, freedom and national sovereignty have been the aspiration and the goal that has strongly motivated and united the entire nation to achieve these noble goals.
In recent decades, in the face of the complexity of the world and regional situation, our entire Party, army and people have demonstrated their determination to firmly protect national independence and sovereignty. We affirm that Vietnam's correct policy is to attach great importance to maintaining peace and stability for the country and the region, persistently using diplomatic and political solutions to resolve disagreements between countries on the basis of international law, respecting the sovereignty of each country, including Vietnam.
At the same time, affirming national sovereignty as the right to master the nation, an inseparable political and legal attribute, was affirmed in the first Constitution of Vietnam, adopted in 1946, and developed in the 2013 Constitution: "The Socialist Republic of Vietnam is an independent, sovereign, unified and territorially intact country, including the mainland, islands, seas and airspace" (Article 1, Constitution of the Socialist Republic of Vietnam).
In the past 10 years, when the regional situation had emerging issues regarding national sovereignty, the Vietnam Historical Science Association, directly by Professor, People's Teacher, President Phan Huy Le, issued an "Appeal" to scientists in general, first of all, members of the Vietnam Historical Science Association, to promote research to contribute to the cause of protecting the sovereignty of seas, islands and the integrity of the Vietnamese nation and territory in the past, present and future according to the orientation of a comprehensive and holistic approach to Vietnamese history.
Firmly protect sovereignty and territorial borders
The first National History Conference focused on discussing three topics: Some general issues on territorial sovereignty and land borders; The East Sea - Living space for communities living on Vietnamese territory; Vietnam's sovereignty over the Hoang Sa and Truong Sa archipelagos.
At the Conference, researchers, scholars and experts in the field of history listened to presentations, made recommendations and measures to promote research on Vietnam's national sovereignty and territory as well as measures to preserve and promote historical heritage, promote patriotic and revolutionary traditions, and raise national pride among all classes of people.
Former Head of the Government Border Committee, Dr. Tran Cong Truc delivered a speech
Presenting the paper "National territory and national borders: Some theoretical and practical issues", former Head of the Government Border Committee, Dr. Tran Cong Truc said: "Vietnam's territory in the East Sea, including sea areas and continental shelves and geographical entities (Archipelagos, Islands, Rocks, Shoals...) has been established and protected not only by current legal principles but also by the blood, bones, sweat and tears of many generations of Vietnamese people through the ups and downs of history.
Vietnam's goal is not only to have the responsibility to protect its legitimate rights and interests in the East Sea but also to have the obligation to contribute to preserving a peaceful, stable, cooperative and developing environment in the region and the world, especially in the current international context."
