On the evening of July 23, 2021, the Chairman of the Hanoi People's Committee, Chu Ngoc Anh, signed Directive No. 17/CT-UBND implementing social distancing in the city to prevent and control the Covid-19 epidemic.

The city government requests that residents only go outside when absolutely necessary.

To ensure the safety of the capital city and the safety and health of its people, the Chairman of the People's Committee of Hanoi City issued a directive implementing social distancing according to the principles of Directive No. 16/CT-TTg dated March 31, 2020, of the Prime Minister. A city-wide social isolation period of 15 days, starting from 6:00 AM on July 24, 2021, will be implemented based on the principle of families isolating from families; neighborhoods isolating from neighborhoods; villages isolating from villages; communes/wards isolating from communes/wards; districts/counties isolating from districts/counties; the city isolating from the province; and essential service businesses, workshops, and factories must ensure compliance with epidemic prevention and control regulations.

The entire political system and all levels of government have identified epidemic prevention and control as the top priority; all non-essential activities and meetings have been suspended; necessary meetings have been held online; inspections and monitoring of the timely and effective implementation of the contents of this Directive have been organized, and violations have been strictly dealt with.

The city, departments, agencies, and People's Committees of districts, towns, and communes publicly announce hotline and epidemic prevention hotline numbers for people to contact; and organize 24/7 duty shifts to ensure timely handling of urgent matters in all situations.

For state-level political and foreign affairs activities in the area, they must be carried out according to the approval of the competent authority and in compliance with disease prevention and control regulations.

The City People's Committee requests that residents stay at home and only go out in truly necessary cases such as: buying food, medicine, emergency care, medical examinations and treatment, vaccinations, and other urgent situations; going on official business, working at agencies, offices, factories, production facilities, and essential goods and services businesses that are permitted to operate. Strictly maintain a minimum distance of 2 meters when communicating, and do not gather more than 2 people outside of offices, schools, hospitals, and public places.

Complete the daily health declaration form on the website www.tokhaiyte.vn or the Ncovi/Bluezone application. Contact local authorities or medical facilities immediately if you experience symptoms such as fever, cough, shortness of breath, or loss of taste.

In cases where citizens travel into the city for official duties, epidemic prevention, or production purposes, they must declare their health status and comply with the city's regulations on medical surveillance and quarantine.

Deeply understanding the guiding spirit of the Prime Minister: "Every citizen must be a soldier, every family a fortress, joining hands to fight the epidemic"; the awareness and responsibility of each citizen at this time is extremely important, to join the community and authorities at all levels in resolutely controlling and preventing the epidemic.

The Chairman of the Hanoi People's Committee urged every citizen of the capital to remain calm, reassured, and continue to trust and support the measures to prevent and control the epidemic. The city has directed the preparation of sufficient food, essential supplies, and necessities; people do not need to hoard goods; going out unnecessarily at this time carries a high risk of community transmission. At the same time, households, building management boards, factories, and production facilities should strengthen inspections of electrical equipment and fire safety equipment to ensure that no electrical short circuits or fires occur.

The City People's Committee requires that businesses and service establishments close or temporarily suspend operations, except for the following cases: Shopping centers, supermarkets, local markets, convenience stores, mini-supermarkets, grocery stores, flower and fruit shops, and agricultural and food product chains in the area, which only sell essential goods and ensure a sufficient daily supply of necessities for the local population; pharmacies, medical equipment stores, and consumable supplies for medical examination, treatment, and epidemic prevention; medical examination and treatment facilities, banks, treasuries, businesses providing services directly related to banking activities and supporting businesses (such as notarization, lawyers, vehicle inspection, registration of secured transactions...), securities, postal services, telecommunications, transportation support services, import and export of goods, drug rehabilitation centers, and social welfare facilities.

Funeral arrangements: The ceremony will be held within the family circle, with no more than 20 people present; no delegations will be allowed to attend.

Businesses permitted to operate in the essential goods and services sector must meet the prescribed epidemic prevention and control conditions, and the business owner is responsible for ensuring the safety of employees and the community; requiring all customers/service users to be screened and to declare their health status using a QR code.
