To ensure the safety of the capital, the safety and health of the people are paramount, first of all, the Chairman of the City People's Committee issued a Directive on social distancing according to the principles of Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister. The city, departments, branches, sectors, People's Committees of districts, towns and communes, wards and towns publicly announce hotline numbers and epidemic prevention hotlines so that people can contact them; organize 24/7 on-duty staff to ensure timely handling of urgent matters in all situations.
For political and foreign affairs activities at the State level in the area, they are carried out with the approval of competent authorities and ensure regulations on disease prevention and control.
The City People's Committee requires people to stay at home and only go out in cases of real necessity such as: buying food, medicine, emergency, medical examination and treatment, vaccination and other urgent cases; going on official business, working at agencies, offices, working at factories, production facilities, service and essential goods businesses that are allowed to operate. Strictly maintain a minimum distance of 2m when communicating, do not gather more than 2 people outside of offices, schools, hospitals and public places.

In case people move into the city for official business, epidemic prevention, or production purposes, they must make a medical declaration and comply with medical monitoring and quarantine measures according to city regulations.
Thoroughly grasping the Prime Minister's directive: "Each citizen must be a soldier, each family is a fortress, joining hands to fight the epidemic"; the awareness and responsibility of each citizen at this time is extremely important, to join the community and authorities at all levels to resolutely control and prevent the epidemic.
The Chairman of the City People's Committee requested that every citizen of the capital remain calm, reassured, continue to trust and support the measures to prevent and control the epidemic. The city has directed to prepare enough food, foodstuffs, and essential necessities. People do not need to hoard goods; go out unnecessarily at this time when there is a high risk of infection in the community. At the same time, households, management boards of apartment buildings, factories, and production facilities should strengthen the inspection of electrical equipment and fire prevention and fighting equipment to ensure that electrical short circuits and explosions do not occur.
The City People's Committee requires business and service establishments to close or temporarily suspend operations of service business establishments, except for the following cases: Shopping centers, supermarkets, traditional markets, convenience stores, mini supermarkets, grocery stores, flower, fruit and vegetable stores, agricultural and food product business chains in the area to only sell essential goods, ensuring adequate supply of daily necessities for people in the area; drug stores, medical equipment stores, consumables for medical examination and treatment and epidemic prevention; medical examination and treatment service establishments, banks, treasuries, service businesses directly related to banking activities and supporting businesses (such as notaries, lawyers, vehicle inspection, registration of secured transactions, etc.), securities, postal services, telecommunications, transportation support services, import and export of goods, drug rehabilitation facilities, social protection facilities.
Funeral activities: Only hold ceremonies within the family, no more than 20 people, no visiting groups.
Establishments permitted to operate essential goods and services must meet the conditions for epidemic prevention and control as prescribed, and the establishment owner must be responsible for ensuring the safety of workers and the community; require control of all people coming to buy goods/use services and make health declarations using QR Code.
