At the conference, the Director of the Institute for Educational Quality Assurance, Nghiem Xuan Huy, stated that lecturers and students at Vietnam National University, Hanoi (VNU) have now adapted to online teaching models using software such as Zoom Meetings, MS Teams, and Google Meets. Training units have implemented solutions to support online training and teaching during the period of implementing COVID-19 prevention measures.

Recently, Vietnam National University, Hanoi (VNU) has developed a Learning Management System (LMS) with the goal of integrating teaching and learning data with VNU's unified data repository to organize online teaching and learning activities using a blended learning approach at VNU's units, contributing to improving the quality and innovation of teaching activities. The LMS software integrates with VNU's and its units' training management systems to ensure that information on training programs, courses, classes, lecturers, and students is synchronized and consistent. Simultaneously, it connects with the Information and Library Center to utilize and supplement digital learning resources provided by VNU.

However, the implementation process has revealed several limitations: The readiness of lecturers in designing courses and organizing online or blended learning is not yet high; the hardware system is not yet synchronized, and its capacity to meet user needs is only moderate, especially for the e-learning system; the unified regulations and guidelines to promote changes in curriculum design, assessment methods, or investment and resource support policies for lecturers are still limited.

Recently, the Institute for Quality Assurance in Education (IQA) has piloted the implementation of learning through MOOCs (Massive Open Online Courses) provided by Coursera. The Institute has launched over 5000 free online courses for lecturers and students of Vietnam National University, Hanoi. Lecturers and students participating in these online courses have highly appreciated this system.

According to Vice Rector of Vietnam National University, Hanoi (VNU), Pham Bao Son, VNU has implemented numerous solutions in terms of policy, investment, and support to promote digital transformation in general and online education in particular. VNU is currently in the process of finalizing and synchronizing software solutions. The VNU-LMS software, in particular, has been developed with a modern approach and can meet the teaching needs of VNU. However, for online teaching and learning to become a continuous and quality-assured activity, comprehensive and robust investment solutions are needed for hardware and software systems; e-learning-related policies; and investment in e-learning content development.

Concluding the conference, the Director of Vietnam National University, Hanoi (VNU), Le Quan, affirmed that VNU will provide maximum support to faculty members teaching online. From now until 2022, VNU will focus on improving the quality of online teaching activities and increasing the proactive role of lecturers and students. The immediate task is to enhance the capacity of lecturers to use and utilize online teaching software through short-term training courses, where VNU lecturers will practice directly on the VNU-LMS software. Along with this, the Director instructed relevant units to select and test internationally standardized software to support lecturers in drafting and designing e-learning lectures.

The Director of Vietnam National University, Hanoi (VNU), Le Quan, emphasized that in the coming time, VNU will gradually apply the MOOC approach to common courses (M1, M2) with a large number of learners, moving towards making online training for these courses mandatory. At the same time, the VNU-LMS platform will be used to organize the remaining courses. Lecturers will be encouraged to apply blended learning in their teaching. Simultaneously, short training courses in the MOOC format will be developed to meet the training needs outside of VNU.

Regarding the development and improvement of the VNU-LMS system, Director Le Quan requested that relevant units research the integration and connection of VNU-LMS with the training management system and the learning monitoring system to serve online testing and evaluation activities. In addition, it is necessary to develop and improve the data conversion feature from other systems; and to add and refine features to enable the deployment of MOOCs (Mini-Operated Courses) on VNU-LMS.
