Conference to disseminate the Resolution of the 6th Central Committee of the 12th Party Congress

The Party Committee of the University of Social Sciences and Humanities organized a conference to disseminate the Resolution of the 6th Central Committee of the 12th Party Congress on March 15, 2018, with the participation of Comrade Nguyen Van Kim (Secretary of the University's Party Committee), Comrade Pham Quang Minh (Deputy Secretary of the University's Party Committee), along with members of the Standing Committee of the Party Committee, Party Committee members of the University, members of the University's Party Committee Inspection Committee, and Party branch committees.

The conference heard a presentation by Party Committee Secretary Nguyen Van Kim on the 6th Conference of the Central Committee of the 12th Party Congress. According to the presentation, the 6th Central Committee Conference of the 12th Party Congress, held from October 4-11, 2017, discussed and decided on several very important resolutions and conclusions.

Comrade Nguyen Van Kim (Secretary of the School's Party Committee) introduced the 6th Central Committee Meeting of the 12th Party Congress and the four resolutions issued at the meeting.

Comrade Nguyen Van Kim emphasized that the four resolutions issued by the 6th Central Committee Conference of the Party are important decisions of the Party, addressing many broad and crucial issues of the country, both fundamental and urgent, and are a concretization of the key tasks set forth in the Resolution of the 12th Party Congress.

The conference objectively assessed and reviewed the socio-economic achievements of the past period, especially the period of reform and international integration from 1986 to the present. Looking back at the implementation of the country's socio-economic targets in 2017, all 13 strategic plan targets outlined by the Central Party Committee were completed exceeding expectations. This brought confidence and enthusiasm, affirming the Party's leadership role in the country and the correctness of the strategy set forth.

Also in 2017, the country's economic growth rate reached 6.81 percent, exceeding the target set by the National Assembly and marking the highest economic growth rate in the past 10 years. Average per capita income reached VND 53,500,000 per year, equivalent to USD 2,385, an increase compared to 2016. Vietnam's competitiveness also increased by 5 ranks, placing it 55th out of 137 countries. The World Bank assessed Vietnam as one of the countries with a favorable business environment, ranking 68th out of 190 countries. Vietnam's sustainable development index increased by 20 ranks, placing it 68th out of 157 countries. The country's foreign exchange reserves reached an all-time high of USD 53 billion. In 2017, Vietnam was the destination for nearly 13 million international tourists.

Based on a summary of the growth indicators for 2017, the Central Committee of the Party discussed and adopted four resolutions: Resolution No. 18-NQ/TW on"Some issues regarding the continued reform and streamlining of the political system's organizational structure to ensure efficient and effective operation."Resolution No. 19-NQ/TWRegarding the continued reform of the organizational and management system, and the improvement of the quality and efficiency of operations of public non-profit organizations.Resolution No. 20-NQ/TW"On strengthening the work of protecting, caring for, and improving the health of the people in the new situation"Resolution No. 21-NQ/TW"On population work in the new situation".

Resolution No. 18 specifically addresses the requirement for the entire Party to strictly implement the principle of unified Party leadership, building and managing the organizational structure and personnel of the political system to properly and fully promote the Party's leadership role, the State's management, and the people's right to self-governance. This includes ensuring innovation, implementing it in a comprehensive, systematic, synchronized, interconnected manner, harmoniously combining stable inheritance with innovation and development, actively and vigorously innovating, but without hastily moving from one extreme to another, and without pessimism when facing many complex difficulties. It links organizational reform with leadership methods, personnel reduction, salary reform, and the harmonious handling of the relationship between the state, the market, and society.

Next, the Conference listened to Comrade Ngo Thi Kieu Oanh (Member of the Standing Committee of the Party Committee, Head of the Party Committee's Inspection Committee) introduce and explain the content of Resolution No. 19.Regarding the continued reform of the organizational and management system, and the improvement of the quality and efficiency of operations of public non-profit organizations.The basic content of the Resolution is to promote socialization, especially in non-public sectors and areas, to mobilize and effectively utilize all resources for healthy market development investment, serving public purposes, and ensuring fairness and equality between public and non-public service units.

Next, the Conference listened to Comrade Dang Thi Thu Huong (member of the Standing Committee of the School's Party Committee) introduce and explain the plan for disseminating information about the sea and islands in 2018.

The delegates discussed how to effectively implement the conclusions and contents of the resolution into the activities of the Party Committee of the University in the coming period.

Concluding the conference, Comrade Nguyen Van Kim delivered a speech, highly appreciating the spirit of discussion and the serious implementation of the Resolutions of the 6th Party Congress by the Party members. He requested that the delegates carefully study these Resolutions and disseminate them to all Party members in the Party Committee, thereby raising awareness and promoting action. The spirit of the Resolutions will be applied to the overall planning at both the Party Committee and branch levels, effectively and practically integrating them into the diverse professional and operational activities of the Party Committee of the University.
