Scientific workshop: "Main solutions to develop foreign information of Hanoi capital by 2020"

The main objective of the topic is to systematize and analyze domestic and foreign documents; survey and evaluate the current status of Hanoi's foreign information activities since the renovation; propose solutions to develop the capital's foreign information until 2020.

Following up on the issues of context, general overview, system of concepts, viewpoints as well as the urgency of developing the capital's foreign information that were discussed and exchanged by experts in the previous seminar, this workshop focused on building a system of key solutions to improve the effectiveness of this activity, towards a modern foreign information model for the capital Hanoi.

Dr. Nguyen Viet Chuc, former Director of the Hanoi Department of Culture and Information, presented a paper on "Solutions to strengthen the management of foreign information in Hanoi". After presenting a general overview of some issues on management, the author proposed specific solutions including: a group of general solutions, a group of solutions for management subjects, for management objects, and a group of solutions on management tools.

Representing a prestigious training unit in the field of External Information, Associate Professor, Dr. Pham Minh Son (Academy of Journalism and Communication) presented a paper on solutions to improve the operational efficiency of agencies managing external information activities in Hanoi and especially emphasized the work of training human resources. The paper proposed a number of proposals to further strengthen the unified and effective coordination between the direction and implementation from the central to the city level; changing awareness in the work of training and fostering foreigners in Vietnam.

The presentation of MSc. Nguyen Thi Mai Anh (Head of the Foreign Information Department, Hanoi Department of Foreign Affairs) focused on pointing out 12 forms of foreign information currently being implemented in Hanoi, analyzing the advantages and limitations of each content and proposing practical solutions.

MSc. Nguyen Son Minh (PCN Faculty of Journalism and Communication, University of Social Sciences and Humanities) presented research results through a social survey on the reception of foreign information to develop a system of criteria to evaluate the effectiveness of foreign information activities of the Capital.

The workshop also received a report from MSc. Pham Hong Nhung - Director of the Center for Research and Development of Information Technology and Communications and listened to the speech of Mr. Phan Dang Long, Deputy Head of the Propaganda Department of the Hanoi Party Committee.

Assoc. Prof. Dr. Pham Quang Minh summarized the opinions presented at the Workshop, highlighting the importance of proposing solutions, from changes in thinking, awareness, decentralization, organization, management and effective coordination, to specific methods, approaches and models of foreign information activities until 2020. Through specific scientific surveys, it is necessary to propose practical solutions, in which it is necessary to identify key and priority factors that act as keys and levers for effective development of foreign information activities. In the context of information globalization, Hanoi - the political, economic and cultural nerve center of the country, is facing many development opportunities as well as great challenges. Hanoi's foreign information activities need to be further focused on development to actively contribute to the sustainable and comprehensive development of the capital and the country.
