A seminar for leaders of domestic and international partner universities on the theme "International cooperation in training high-quality human resources in the context of globalization" was held at the University of Social Sciences and Humanities on November 16, 2010.The seminar was attended by representatives from universities in China, South Korea, Thailand, Laos, and Vietnam. Representatives from these universities discussed core issues related to the goal of training high-quality human resources in the context of current globalization. Identifying criteria for evaluating "high-quality human resources" in the context of globalization was one of the key issues raised by Dr. Hidaka Yoshihiro – President of Senshu University (Japan) at the seminar. Dr. Hidaka Yoshihiro presented several standards for evaluating high-quality human resources in the context of globalization, including: possessing unique characteristics, understanding and preserving the cultural identity of their own country, while simultaneously understanding the cultures of other countries. From this, high-quality human resources will not only be able to provide development solutions for their own country but also for the international community. To obtain high-quality human resources, higher education institutions play a crucial role. This issue was emphasized by Professor Supol Wuthisen, President of Basomdejchaopraya Rajabhat University (Thailand), in his report "The Role of Local Universities Towards Sustainable Development." Professor Supol Wuthisen affirmed the role of universities in training high-quality human resources to meet international requirements. Above all, universities always value and provide knowledge of their own country's culture. At the same time, they do not forget to focus on enhancing and cultivating international knowledge. A harmonious combination of these two knowledge areas will create a certain knowledge framework that is widespread and relevant to the general development trends of the country and the world. Concurring with the above observations, Professor You Sun-gyu (President of Pusan University of Foreign Studies) emphasized: In the current context, regionalization and globalization are becoming inevitable trends, and international exchange and cooperation are essential and indispensable. To achieve this, foreign languages play a key role in training high-quality human resources capable of adapting to a multicultural and multilingual environment. Several other reports have also focused on discussing the importance of international cooperation in training high-quality human resources. A prime example is the "Internationalization Strategy of Shanghai University," which is implemented with criteria such as internationalizing teaching, developing a scientific research environment, establishing alliances, and regionalizing cooperation. Furthermore, when discussing the potential and opportunities for international cooperation in training high-quality human resources, one cannot ignore the challenges in building internationally oriented joint training programs. Saykhong Saynasine – Vice Rector of the National University of Laos – put forward several proposals: the need to establish a committee to promote cooperation and exchange on joint international training programs; to create a network for conducting joint research projects and training high-quality researchers; to exchange lecturers; and to use a common language… This seminar basically reached a consensus that focusing on training high-quality human resources requires universities to develop internationally oriented programs based on multilateral cooperation. This will ensure that the trained workforce is competent and adapts well to the international working environment. The seminar was also one of the official activities in the series of events commemorating the 65th anniversary of the University of Social Sciences and Humanities.
