Training on policy evaluation and planning skills for officials.

On July 19, 2017, the University of Social Sciences and Humanities organized a training course on "Policy Evaluation Skills; Planning and Organizing Work Implementation" for leaders and staff of various departments.

The opening ceremony of the training course was attended by Assoc. Prof. Dr. Tran Thi Minh Hoa (Vice Rector of the university). The lecturers participating in the training session were Assoc. Prof. Dr. Vu Cao Dam (Institute of Policy and Management), and Dr. Trinh Ngoc Thach (former chairman of the Committee on Culture, Education, Youth, and Children of the National Assembly).

Policies are a crucial part of management in general and university administration in particular. At the University of Social Sciences and Humanities, activities are conducted according to the regulations and policies of the State, the Vietnam National University, Hanoi, and the policies issued by the University itself. In their work, departments participate in the implementation, critique, and even consultation of policies. Most staff in the functional departments of the University have not received training in policy evaluation skills, leading to certain limitations in their work. Furthermore, planning and organizational skills significantly impact the results and efficiency of each staff member's work. Therefore, for many years, the Human Resources Department has made great efforts to propose training courses to improve management skills. The training session on "Policy Evaluation Skills; Planning and Organizing Work" is part of those plans. The training session provided comprehensive academic knowledge of public policy, as well as addressing practical issues faced by the department in managing and organizing its work.

Overview of the training session

At the training session, Vice Rector Tran Thi Minh Hoa stated: In recent years, the University of Social Sciences and Humanities has been improving its university governance and gradually moving towards university autonomy in line with modern trends. Staff in various departments play a crucial role in assisting department leaders in implementing policies, laws, and specific tasks of the university. If staff are not competent and leaders lack thoroughness, many difficult situations can arise. Therefore, the content of this training session will closely adhere to practical needs, focusing on specific topics such as: experience in policy evaluation, work experience, effective management, and the qualities of a manager, etc.

 Associate Professor Tran Thi Minh Hoa – Vice Rector of the university – delivered the opening remarks at the training session.

According to Dr. Trinh Ngoc Thach, for staff and specialists to provide effective advice and support, it is necessary to have "standard advice": advice that is correct in terms of policies, laws, and regulations, and is empathetic and reasonable; important issues must be advised in writing, not just verbally; directives must also be implemented in writing – in black and white; and it is necessary to fully assess the impact of policies from partners and competitors, and have flexible response policies.

Dr. Trinh Ngoc Thach shared his experience on effective work practices with officials and specialists.

Associate Professor Vu Cao Dam believes that current public policies are not without shortcomings, and the ministries involved in advising leaders must have a clear understanding of these shortcomings in order to provide accurate and effective advice to their departmental leaders.

Dr. Ngo Thi Kieu Oanh – Head of the School's Personnel Department – ​​expressed her gratitude to the experts for taking the time to share their knowledge at the training session.

Immediately following the theoretical training session in the auditorium, representatives and staff from the administrative departments will participate in a practical training session in Quang Ninh from July 20-23.
