Policy is a very important part of management in general and university administration in particular. At the University of Social Sciences and Humanities, activities at the school are carried out according to the regulations and policies of the State, of the Vietnam National University, Hanoi and the policies issued by the school. In work, departments participate in the process of policy implementation, policy review and even policy consultation. Most of the staff in the functional departments of the school have not been trained in policy evaluation skills, so they have certain limitations in their work. In addition, the skills of planning and organizing work implementation also greatly affect the results and efficiency of each staff member's work. Therefore, for many years, the Department of Organization and Personnel has tried very hard to propose plans to open training courses to improve skills for administration. The training session "Policy evaluation skills; Planning and organizing work implementation" is included in those plans. The training session provides comprehensive academic knowledge of public policy, as well as answers to practical problems of the department in managing and organizing work.

At the training session, Vice Principal Tran Thi Minh Hoa said: In recent years, the University of Social Sciences and Humanities has been improving university governance and gradually moving towards university autonomy in a modern direction. Specialists in departments play an important role in helping department leaders implement policies, laws, and specific tasks of the school. If specialists are not good and leaders are not close, many difficult-to-handle cases will occur. Therefore, the content of the training session will closely follow practical needs, focusing on specific contents such as: experience in policy evaluation, work experience, effective management, qualities of managers, etc.

According to Dr. Trinh Ngoc Thach, in order for staff and experts to advise and assist effectively, they need to "advise properly": in accordance with policies, laws, regulations, and with empathy and reason; important issues must be advised in writing, not "verbally", and instructions must also be carried out in writing - black and white; it is necessary to fully assess the impact of policies of partners and competitors, and have flexible response policies.
