The workshop is an activity related to the topic:“Social Mobility Management Policy for High-Quality Scientific and Technological Human Resources in the Context of International Integration” (Code KX01.01/16-20)This project is part of the National Key Science and Technology Program KX.01/16-20 “Research on key issues in social sciences and humanities serving socio-economic development”, led by the Institute of Policy and Management, University of Social Sciences and Humanities, with Assoc. Prof. Dr. Dao Thanh Truong as the Project Leader.
The workshop attracted the participation of many managers and policy-making experts from agencies, ministries, universities, and research institutes nationwide.
In his opening remarks at the workshop, Professor Nguyen Van Kim (Vice Rector of the University) reviewed the achievements the University has made in the field of policy and management research in recent years. Accordingly, the Institute of Policy and Management under the University of Social Sciences and Humanities is considered a leading unit in successfully implementing research projects at all levels; organizing workshops and seminars on science, technology, and innovation policies at both domestic and international levels. The research results of the projects carried out by the Institute have attracted special attention from policymakers and the scientific community, contributing valuable arguments to the process of formulating and evaluating science and technology policies in Vietnam.

This conference continues to be a prominent scientific activity, enabling researchers, scientists, and policymakers to exchange theoretical and practical issues regarding social mobility management policies for high-quality scientific and technological human resources in the context of the current competition for intellectual capital among nations.
At this conference, the two main topics discussed by the delegates were: how to expand the forum on social mobility in science and education? and how to approach the application of social mobility in science and education policy?
Reports at the conference addressed the context of the Fourth Industrial Revolution, marking a turning point in the emergence of scientific and technological products and services that apply the convergence of physical and digital applications – the Internet of Things – and the formation of cyber-physical systems. According to experts, these changes inevitably impact traditional labor management methods, leading to the consequence that the power to control the means of production will inevitably be gradually replaced by the power of information.

As a highly creative workforce, high-quality science and technology personnel will proactively access digital tools to seek opportunities and work environments that maximize their abilities and skills, thereby creating human resource mobility between countries, regions, and across various science and technology sectors and fields.
Scientists have concluded that the social mobility of high-quality scientific and technological human resources is becoming increasingly diverse and large-scale. While this can contribute to advanced scientific and technological achievements, it is also a major cause of brain drain in many countries, including Vietnam. This highlights the need to research theories and approaches to social mobility of high-quality scientific and technological human resources, in order to propose appropriate solutions that will help ensure the flow of human resources generates added value for the nation instead of creating resource gaps and brain drain as is currently the case.
