Professor Dr. Nguyen Van Khanh, Director of the Institute of Policy and Management, delivered the opening remarks for the course.
The target participants are lecturers from universities, academies, and research institutes interested in teaching, training, and conducting research in the field of public policy studies in Hanoi. The course took place over 3 days (from September 23 to 25, 2016) at the University of Social Sciences and Humanities, Vietnam National University, Hanoi.
Policy analysis and planning is a very important field. Many developed countries around the world have high-quality research teams in this area. However, in Vietnam, policy analysis and planning is still a relatively new field. Recently, this field has received more attention and is being discussed more frequently.
Given this importance, the Institute of Policy and Management, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi, has collaborated with the Rosa Luxemburg Institute, Federal Republic of Germany, in the field of policy research and analysis. Over 14 years of cooperation, 25 training courses have been conducted for representatives of People's Councils at all levels, from provincial to grassroots, as well as representatives of political and social organizations in many provinces and cities nationwide. These courses have provided participants with essential foundations and skills in analyzing and formulating policies for various sectors and localities.

Based on the results of previous training courses, this year, the Institute of Policy and Management, University of Social Sciences and Humanities, and the Rosa Luxemburg Foundation, Federal Republic of Germany, have decided to innovate teaching methods, aiming to cultivate and enhance the skills of Vietnamese lecturers. 2016 marks the first year of implementing this training-oriented project.
This is an opportunity to exchange experiences and transfer training methods from foreign experts and lecturers to Vietnamese lecturers, aiming to promote dynamism and creativity, and enhance professional capacity and teaching skills in the field of policy science in the context of Vietnam's increasingly internationalized and integrated environment.

Over three days, two instructors, Ronald Hohner and Julia Katharina Lehnhof from the Rosa Luxemburg Institute in the Federal Republic of Germany, conducted discussions and transferred a model of training methodology to the participants. At the end of the course, the participants applied the knowledge they had learned to design a three-hour lesson.
Upon completing the course, all participants receive a certificate certifying their learning outcomes.
