
Attendees included: Prof. Dr. Nguyen Huu Duc - Vice Director of Vietnam National University, Hanoi; Assoc. Prof. Dr. Pham Quang Minh, Rector of the University of Social Sciences and Humanities; Dr. Do Tien Dung, Director of the Nafosted Foundation; and numerous delegates, including scientists from universities and research institutes in the field of Social Sciences and Humanities.
Speaking at the seminar, Associate Professor Pham Quang Minh, Rector of the University of Social Sciences and Humanities, stated that the international publication of scientific works is considered a vital issue for the sustainable development of a university. Promoting and improving the quality of research works and bringing them to the international scientific community affirms the potential and position of Vietnamese scientists.
Expressing optimism about the potential number of internationally published works in the field of Social Sciences and Humanities in the near future – from a starting point of only 7 works in 2010, to 54 works in 2015, and 40 works published internationally in the first 9 months of 2016 – Assoc. Prof. Dr. Pham Quang Minh stated that the University of Social Sciences and Humanities will incorporate and select the opinions discussed at this seminar to promptly apply them in order to promote scientific research and international publications by research groups and scientists in the field of Social Sciences and Humanities.
Sharing some experiences on international publications, Professor Nguyen Huu Duc, Vice Director of Hanoi National University, advised on how to select journals, the need to research and choose specific topics for the university, and to build a topic bank for collaborative research. He also emphasized building strong research groups and using the number of published works as a basis for evaluating staff, thereby gradually enhancing the value of leading experts in their fields.
Dr. Tran Van Kham, Deputy Head of the Scientific Research Management Department (University of Social Sciences and Humanities), believes that specific and clear solutions are needed to promote international publications. Specifically, regarding mechanisms and policies: Continue implementing regulations on rewards, establishing a key investment fund and promoting research results; Build strong research groups and adjust research centers; Establish support groups to assist individuals or research projects in producing scientific research products; Standardize research techniques and data analysis; Gradually improve indicators of scientific task performance; Simultaneously cooperate with publishers and foreign scholars to promote international publications.
According to Dr. Do Tien Dung, Director of the Nafosted Foundation, international publication should be considered a responsibility of every scientist. The goal is not just the number of articles, but the quality and impact of each published work. To contribute to promoting international publication in general, the Nafosted Foundation has made international publication a strict condition for funding research projects. Along with nine areas of support: Supporting individual scientists to attend and present research results at international scientific conferences and seminars; Supporting postdoctoral research; Supporting short-term internships and research abroad; Organizing specialized international scientific conferences in Vietnam; Publishing scientific and technological works domestically and internationally; Improving the quality and standards of domestic scientific and technological journals; Registering intellectual property rights protection domestically and internationally for inventions and plant varieties; Supporting talented young scientists to use national key laboratories and other laboratories; By rewarding organizations and individuals with outstanding achievements in conducting basic and applied research, the Nafosted fund will support Vietnamese scientists in improving the quality of their research, integrating internationally, and promoting development.
