Prime Minister Nguyen Xuan Phuc: Focus on building a modern, international-standard urban area of ​​VNU-Hanoi in Hoa Lac

At the meeting, VNU President Nguyen Kim Son reported on the recent activities of VNU and presented a number of recommendations to the Prime Minister.

Leaders of Hanoi City, leaders of ministries and branches also expressed support for the recommendations and proposals of VNU and said they will continue to coordinate to build VNU.

Speaking at the meeting, Deputy Prime Minister Vu Duc Dam assessed that VNU is always a pioneer in educational innovation such as: startup programs, competency assessment exams, and publishing scientific articles in international journals.

Expressing his agreement with the recommendations of VNU, the Deputy Prime Minister said that it is necessary to build a special mechanism for the VNU Project in Hoa Lac. However, the Deputy Prime Minister noted that the construction of the VNU urban area in Hoa Lac needs to rely mainly on the State budget.

On behalf of the Government, Prime Minister Nguyen Xuan Phuc commended and highly appreciated the efforts, solidarity and determination of VNU in all areas such as continuing to innovate and develop well towards standardization, modernization and international integration; clearly promoting the autonomy of member units; knowledge transfer and start-up activities taking place strongly; focusing on practical scientific works and products serving life...

Emphasizing that innovation in education and training is the source to move the country forward, the Prime Minister said that VNU plays a key and important role in the education system, especially higher education. The Government and the Prime Minister trust and have high expectations for VNU in the cause of innovation in education and training in particular and in contributing to the country's development in general.

I believe that VNU is the university that leads the university system in innovation, integration and development of the country. The role of VNU is very important, so we must strive to do better to be worthy of the trust of the Party, State and people.", Prime Minister Nguyen Xuan Phuc expressed.

The Prime Minister also said that the general direction is to support recommendations aimed at the goal of building a VNU urban area of ​​international standards.

Regarding the recommendations of VNU, the Prime Minister directed:

It is necessary to innovate the issue of salary arrangement and appropriate regimes for Professors to resolve current problems. The Ministry of Home Affairs is assigned to preside over and coordinate with the Ministry of Education and Training to research and resolve these problems.

Regarding the pilot implementation of the final product spending mechanism for science and technology activities, the Prime Minister said that the current financial mechanism still has many constraints and supports the mechanism to create conditions for researchers in universities to create quality products. The Ministry of Science and Technology is assigned to preside over and coordinate with the Ministry of Finance to guide the implementation. If there are any problems or if they exceed the authority, the Prime Minister will be asked to propose a solution.

The issue of emulation and rewards must be substantive and have specific scientific products, in accordance with the Law on Emulation and Rewards. In case there are scientific products, research works, and special achievements, they can be submitted to the Prime Minister and implemented according to procedures.

Agree to approve the special financial mechanism for Vietnam-Japan University and VNU and assign the University to complete the draft of the special financial mechanism based on the opinions of relevant ministries, submit it to the Prime Minister for consideration and decision after the Decree regulating the autonomy mechanism of public higher education institutions is issued.

Next, regarding the recommendations related to the Project to build VNU in Hoa Lac, the Prime Minister expressed his support and assigned specific tasks to ministries, branches and Hanoi City such as: transferring the project to build VNU in Hoa Lac to VNU, and at the same time authorizing investment decisions to VNU; requesting Hanoi City to consider building public works in Hoa Lac, Hanoi City People's Committee to carry out procedures to transfer land use rights to VNU, etc. The Prime Minister assigned Hanoi City to direct Thach That District to focus on site clearance and resettlement for projects, preventing encroachment and illegal construction; allowing VNU to adjust detailed planning and component projects at a scale of 1/500 in accordance with new requirements and tasks; supplementing investment capital to clear site for university urban construction.

Regarding the proposal to approve the policy of borrowing ODA from the World Bank to invest in the construction of a number of key and urgent projects for VNU in Hoa Lac, the Prime Minister agreed and assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance and VNU to unify a specific plan and report to the Prime Minister for decision. The Prime Minister also agreed to the policy of borrowing ODA capital from Japan for the construction of the Vietnam-Japan University in Hoa Lac.

The Head of Government supports and requests VNU to preside over and coordinate with relevant ministries and branches to develop and propose a specific mechanism for the project of building VNU in Hoa Lac. The mechanism must demonstrate good vision and orientation.

The Prime Minister requested that, in the current policy of fundamental and comprehensive innovation of education, VNU-Hanoi and VNU-HCM, with their determination and high sense of responsibility, potential and internal strength in terms of staff, facilities, modern equipment, experience and achievements, must be pioneers, leading the way, making important contributions to the implementation of activities to fundamentally and comprehensively innovate education.

I hope VNU will promote its good tradition and important initial results, overcome difficulties, and rise up to join the university system of the whole country in training human resources to meet the increasing needs of the cause of industrialization and modernization of the country. You are the pioneers and leaders in the cause of national education and training innovation, this belief will continue to be multiplied like the achievements you have had in the past.", said the Prime Minister.

After working at the VNU Administration House, the Prime Minister and his delegation visited the VNU Urban Area in Hoa Lac. After visiting the facilities in Hoa Lac, the Prime Minister expressed his determination to invest in building a world-class university urban area alongside the Hoa Lac High-Tech Park and the Vietnamese Ethnic Culture Village, becoming a core knowledge satellite city of Hanoi.

VNU's international rankings have developed rapidly, from the 250th group in 2010 according to the QS Asia Rankings, by 2014, VNU was in the 161-170 group, in 2015 it continued to maintain its position in the 151-200 group and in 2016 it ranked 139th among the top universities in Asia; some fields of VNU are in the top 100 universities in Asia.

In the 2016-2017 academic year, VNU continued to promote knowledge transfer activities, with many completed scientific and technological products transferred. VNU has established a Center for Knowledge Transfer and Startup Support, a product trading floor and startup support, 02 Spin-off enterprises, and is currently completing procedures to continue supporting units and scientists to establish 02 science and technology enterprises. Some startup ideas have begun to be invested in for students and young scientists. VNU is also making efforts to build a Startup Support Fund to promote this activity more strongly.

According to a new study conducted by the iPrice e-Payment Gateway and the 500 Startups Investment Fund (August 2017) with 27 startups and 56 founders, VNU leads in the number of startup founders studying at the university.

The rate of highly qualified scientists who have received the Ho Chi Minh Prize of VNU is the highest among educational and training institutions and science and technology institutions in the country. In addition to publishing 560 ISI articles (2016-2017 school year), VNU scientists have had 02 scientific works published in the world's leading journal Nature (2013 and 2016); 12 inventions, patents, and useful solutions have been recognized. Currently, VNU has 8 key laboratories, 23 strong research groups, has implemented 7 major domestic projects and 7 major international projects.
