Summer political training course 2017 for lecturers of political theory and political education (from Ha Tinh province northward)

The activity was conducted in accordance with Guidance Document No. 35-HD/BTGTƯ dated May 22, 2017, of the Central Propaganda Department on the 2017 Summer Political Training for lecturers and teachers in the national education system and the introductory political activities for students, and Decision 2762/QĐ-BGDĐT dated August 14, 2017, of the Minister of Education and Training assigning the University of Social Sciences and Humanities, Vietnam National University, Hanoi, to preside over and organize the course. The class was organized under the direction and supervision of the Department of Political Theory - Central Propaganda Department and the Department of Higher Education - Ministry of Education and Training.

Attending the opening and closing ceremonies of the 2017 summer political training course were Assoc. Prof. Dr. Pham Van Linh (Deputy Head of the Central Propaganda Department), Ms. Dao Mai Phuong (Deputy Director of the Department of Political Theory); Assoc. Prof. Dr. Tran Anh Tuan (Deputy Director of the Department of Higher Education, Ministry of Education and Training); and Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities).

Assoc. Prof. Dr. Pham Van Linh delivered the opening remarks at the training course.

After three days of work, the trainees listened to presentations from lecturers with high qualifications in political theory and experience in teaching and training in political theory, such as Assoc. Prof. Dr. Pham Van Linh (Deputy Head of the Central Propaganda Department), Assoc. Prof. Dr. Vu Van Phuc (Vice Chairman in charge of the Scientific Council of the Central Party Agencies), Assoc. Prof. Dr. Ngo Van Thao (Secretary of the Central Theoretical Council), Assoc. Prof. Dr. Dang Kim Son (Member of the Central Theoretical Council), and Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities), covering five topics with the following contents:

1. New content and fundamental viewpoints in the Resolutions of the Fourth Plenum of the 12th Central Committee of the Communist Party of Vietnam (Resolution on some major guidelines and policies to continue reforming the growth model, improving the quality of growth, labor productivity, and competitiveness of the economy; Resolution on effectively implementing the process of international economic integration, maintaining political and social stability in the context of Vietnam's participation in world free trade agreements; Conclusion on the socio-economic situation, state budget in 2016, socio-economic development plan, and state budget estimates for 2017).
2. The 2017 thematic study on following the moral example of Ho Chi Minh focuses on preventing and combating ideological and political degradation, moral decay, and lifestyle deviations, as well as "self-evolution" and "self-transformation" within the Party, in conjunction with Resolution No. 4 of the 12th Central Committee."Regarding strengthening Party building and rectification; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of 'self-evolution' and 'self-transformation' within the Party."
3. Resolution No. 10-NQ/TW on developing the private economy as an important driving force of the socialist-oriented market economy, adopted at the fifth plenary session of the 12th Central Committee of the Communist Party of Vietnam. Resolution No. 11-NQ/TW on perfecting the socialist-oriented market economy institutions, also adopted at the fifth plenary session of the 12th Central Committee of the Communist Party of Vietnam.
4. Report on the outstanding international and domestic situation and Vietnam's diplomatic relations in the first six months of 2017.
5. Resolution No. 12-NQ/TW on continuing the restructuring, innovation, and improvement of the efficiency of State-owned enterprises of the 5th Conference of the Central Committee of the 12th Party Congress. Reforming the study of political theory subjects in the national education system – Conclusion 94-KL/TW.

At the closing ceremony, Professor Pham Quang Minh, the Rector of the University, summarized and emphasized the importance of the annual summer political theory training and the role of the trainees, who are leaders of faculties/departments, lecturers of political theory, and political education instructors at universities, in innovating the teaching and learning of political theory subjects. According to Professor Pham Quang Minh, trainees need to proactively connect with each other to form a network of political theory teachers and researchers to exchange and share experiences and valuable lessons. The Central Propaganda Department and the Ministry of Education and Training need to pay attention to and resolutely direct the innovation of content and methods so that the teaching and learning of political theory is appropriate to the new context and conditions. University leaders and faculties/departments need to organize in-depth discussions to find practical solutions for teaching and learning these subjects at their respective institutions. Ultimately, it is the political theory lecturers themselves who must recognize the importance of teaching and learning political theory and must renew themselves.
