On August 16, 2016, Associate Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) received and worked with a delegation from Wenzao University of Foreign Studies (Taiwan), led by Dr. Tran Lap Ngon (Vice Rector of Wenzao University of Foreign Studies). Representatives from the Cooperation and Development Department also attended.

Associate Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) stated that the University of Social Sciences and Humanities is a leading university in training and research in the social sciences and humanities. The university currently has 16 faculties and 12 research centers. In 1995, the University established the Department of Chinese Studies under the Faculty of Oriental Studies and has been providing training from bachelor's to doctoral levels in Chinese Studies. The University, in collaboration with Wenzao University of Foreign Studies, established the Taiwan Education Center, which functions to provide Chinese language training programs, organize Taiwan education exhibitions, promote and advise on studying in Taiwan, organize the TOCFL (Test of Chinese Proficiency) exams, conduct thematic seminars, Vietnamese-Taiwanese language and culture activities, and act as a liaison between universities and Taiwan, seeking Taiwanese government scholarships to create study abroad opportunities for Vietnamese students.

Based on this, Associate Professor Pham Quang Minh expressed his hope that Wenzao University of Foreign Studies would support the Taiwan Education Center in encouraging more Vietnamese students to study in Taiwan, as well as providing advice on economic, social, political, diplomatic, and policy issues of Vietnam and Taiwan to various groups. This would help strengthen the relationship between the two sides in particular and Vietnam-Taiwan relations in general, while enhancing the image of Wenzao University of Foreign Studies at the University of Social Sciences and Humanities and vice versa. For its part, the University of Social Sciences and Humanities offered to assist Wenzao University of Foreign Studies in compiling additional Vietnamese language teaching materials and organizing Vietnamese language exams using the Vietnamese Language Proficiency Assessment Test for Foreigners that the University has already compiled.

Dr. Tran Lap Ngon endorsed the proposals of Assoc. Prof. Dr. Pham Quang Minh, stating that Wenzao University of Foreign Studies highly values ​​the cooperative relationship between the two universities and agrees with the proposals to further expand cooperation in the future. He suggested additional cooperative activities such as student and faculty exchange, implementation of 2+2 and 3+1 training programs, teaching Vietnamese at Taiwanese universities, etc.

Wenzao University of Foreign Studies was established in 1966 and is headquartered in Kaohsiung City, Taiwan. It has a total of 9,000 students. The university has a research and teaching center for Southeast Asian languages ​​and is the only university in Taiwan that has compiled a curriculum for teaching Vietnamese.
