The State Council consists of 23 members, chaired by Minister of Science and Technology Chu Ngoc Anh.

Sharing information with the VNU Electronic Information Portal, Prof. Dr. Vu Minh Giang said that before the State Council meeting, 19 State-level specialized Councils had completed the meeting to review over 100 scientific and technological works in the fields proposed by the Awarding Councils of 18 Ministries, ministerial-level agencies, Government agencies and 06 People's Committees of provinces/cities directly under the Central Government nationwide for the 5th Ho Chi Minh Prize and State Prize for Science and Technology.
These meetings are held to evaluate the works in detail according to the award criteria prescribed in Decree No. 78/2014/ND-CP dated July 30, 2014 of the Government on the Ho Chi Minh Prize, State Prize and other prizes in Science and Technology (Decree No. 78/2014/ND-CP).
According to Professor, Dr. Vu Minh Giang, 19 State-level specialized councils with 200 scientists worked seriously, enthusiastically, objectively evaluated and proposed the State-level council to consider awarding the Ho Chi Minh Prize to 17 projects and 44 projects/groups of projects to consider awarding the State Prize for Science and Technology.
With the spirit of fair, democratic, objective work, voting by ballot and deciding according to the prescribed ratio, the State Council for considering and awarding the Ho Chi Minh Prize and the State Prize for Science and Technology in the 5th term recently proposed to award this noble Prize to 16 projects and clusters of projects, including 9 exceptionally excellent projects proposed to be considered for the Ho Chi Minh Prize and 7 excellent projects proposed to be considered for the State Prize for Science and Technology.
Professor Vu Minh Giang emphasized that the number of projects nominated for awards this time is not much, but these are truly top-notch projects, worthy of being the face of Vietnamese science and technology in recent times.
Among these, we must mention the work “History and Culture of Vietnam – A Partial Approach” by Professor Phan Huy Le - former Director of the Center for Vietnamese Studies and Cultural Exchange, the predecessor of the Institute of Vietnamese Studies and Development Sciences, VNU, which was honored to be nominated for the Ho Chi Minh Prize.
This work has a breakthrough in theory and method in the study of Vietnamese history and culture, highly appreciated by the international scientific community; is the scientific basis for preparing the dossier to propose UNESCO to recognize Thang Long Imperial Citadel as a World Cultural Heritage; and serves as the foundation for carrying out many other meaningful studies.
The cluster of works “Basic research and application orientation of rare earth-transition metal intermetallic materials” by Prof. Than Duc Hien and his colleagues was proposed to be awarded the State Prize. Two of the co-authors of this work are scientists of VNU, including Prof. Dr. Nguyen Hoang Luong - former Vice Rector of the University of Natural Sciences and Prof. Dr. Nguyen Huu Duc - Vice President of VNU.
The cluster has published more than 80 articles in prestigious international scientific journals. The cluster's basic research has contributed to the basic understanding of the magnetic properties of intermetallic alloys, rare earths - transition metals. The publication of results in international journals and participation in international scientific conferences have contributed to enhancing Vietnam's position and international integration in science and technology.
The group of scientists has successfully researched and manufactured high-quality rare earth magnets with a maximum energy product (BH) 5 to 10 times higher than the energy product of magnets currently used in the country. The cluster of projects using rare earth manufactured in Vietnam (Mish metal) also achieved a relatively high energy product. Magnets with high energy product will reduce the number of devices using magnets while increasing the device's performance. Rare earth magnets manufactured by the cluster of projects have been applied in the manufacture of products such as water meters, stepper motors, electric meters, etc. with positive results.
The 5th Ho Chi Minh Prize and State Prize for Science and Technology award ceremony will be held on September 17.
Chairman of the State Council for the 5th Ho Chi Minh Prize and State Prize for Science and Technology (KH&CN), Minister of Science and Technology Chu Ngoc Anh said: “In recent years, the Ho Chi Minh Prize and State Prize for Science and Technology have been organized to raise awareness and arouse pride in Vietnamese intelligence, creating stronger motivation for scientists, especially young scientists who are passionate about scientific research. The works that have received the Prize are all works of high scientific value, effectively applied in practice and bringing high economic efficiency, having a great and long-term influence on life. However, works that are particularly outstanding in terms of science but have not reached the pinnacle of the Prize have also quietly contributed to socio-economic development over the past time. The Ministry of Science and Technology, the standing agency of the Award, has worked responsibly, closely following the Government's Decisions for implementation. During the award process, the Ministry of Science and Technology has carefully prepared in the best conditions to support the Council in completing its tasks. The Ho Chi Minh Prize and the State Prize for Science and Technology are the most prestigious awards for scientists, contributing to encouraging, motivating and creating favorable conditions for scientists, especially young scientists who are passionate about research and innovation. In addition to honoring scientists, these two noble awards also bring profound human values, promoting spiritual values in social life - the pillars of sustainable development. |
