Speaking at the ceremony, Professor Nguyen Van Kim – Vice Rector of the University of Social Sciences and Humanities – stated: “The development of the Leftist movement and its impact in the region and the world has been and continues to be a major topic in most Latin American countries and many other nations worldwide. In a turbulent world of globalization, this presents both challenges and opportunities for development in each country and region, including Germany, Latin American countries, and Vietnam.”

Associate Professor Hoang Khac Nam – Head of the Department of International Studies, University of Social Sciences and Humanities, presented a paper entitled “Dependence Theory – A Left-Wing Theory on Socio-Economic Development”.

The associate professor also expressed his hope that "at this scientific seminar, international and Vietnamese researchers and experts will continue to delve deeper into research, clarifying the policies and guidelines; the driving forces, effectiveness, scope, and extent of the impact of those policies and guidelines; and, from the rich practical experiences of each country, draw valuable lessons to serve as arguments for development policies, enhancing opportunities for bilateral and multilateral exchange and cooperation between countries today."

The seminar's content revolved around "Left-Wing Theory" and "Left-Wing Parties" leading the country, with presentations on three subjects: Vietnam (Vietnam's Market Economy from a Left-Wing Perspective - Theory and Practice by Assoc. Prof. Dr. Nguyen Van Dan), the Federal Republic of Germany (Left-Wing Theory and the Practice of Building a Social Market Economy in the Federal Republic of Germany by Assoc. Prof. Dr. Dinh Cong Tuan), and Latin American countries (Socio-economic Achievements of Venezuela after 15 Years of Left-Wing Party Leadership by Mrs. Katiuska Maestre - Chargé d'affaires ad interim of the Venezuelan Embassy in Vietnam, etc.).

The delegates took a commemorative photo.

The Rosa Luxemburg Foundation supported and collaborated with the University of Social Sciences and Humanities on the project "Left-Wing Theoretical Choices in a Changing World" for over six years (2009-2015). During that time, many successful academic activities were organized through annual international seminars (2009, 2010, 2011, 2012, 2013), such as the seminar "Left-Wing Theoretical Foundations from a Marxist Perspective" (November 2010) and most recently, in October 2014, an international seminar on the topic "The Role and Contributions of the State in the Development Process of Two Countries: Vietnam and Cuba".
