Intelligence, intellectual resources, and the development of intellectual resources: theoretical issues and methodological approaches.

That was the name of the workshop held on June 17, 2009, at the University of Social Sciences and Humanities. This activity was part of the State-level research project: “Building and developing Vietnam’s intellectual resources to serve the cause of national rejuvenation in the 21st century,” project code KX.03.22/06-10, chaired by Prof. Dr. Nguyen Van Khanh. Fourteen papers were presented at the workshop.

That was the name of the workshop held on June 17, 2009, at the University of Social Sciences and Humanities. Fourteen papers were presented at the workshop.

From various research perspectives, the workshop focused on clarifying the concepts of intelligence, intellectual resources, and leveraging intellectual resources in relation to related concepts.

According to Dr. Nguyen Vu Hao (University of Social Sciences and Humanities), intelligence is "the sum total of human cognitive abilities and adaptability to the surrounding environment" and "plays a leading role in the knowledge economy." He also argues that the development of intelligence is influenced by biological and social factors, especially the practical efforts of each individual, and points out that the most fundamental characteristic of intelligence is creativity.

Sharing this view, author Nguyen Chi Hieu (Ho Chi Minh National Academy of Politics) argues that the most important factor determining socio-economic development is the quality of human resources, that is, human intelligence. Knowledge, in particular, is the nourishment for intellectual development and creative capacity. In his report, the author also affirms the extremely important impact of factors such as needs, interests, and the social environment—the core of which is democracy, fairness, and freedom—on the formation and development of a society's intellectual resources.

Dr. Do Minh Hop (Institute of Philosophy) discusses the concept of ethics and its role as a crucial factor in developing intellectual resources. The author analyzes the impact of ethics on the activities of intellectuals in power and on the intellectual-government relationship in modern society.

Two presenters, Do Minh Hop and Nguyen Van Khuong (Institute of Philosophy and Hanoi University of Forestry), argued that intellectual resources comprise several components: general education, production technology, and social organizational culture. The report also delved into analyzing the interrelationships between these components of intellectual resources and how to leverage them in relation to other resources.

PhD candidate Ngo Dang Toan (University of Social Sciences and Humanities) discussed the concept of intellectual resources in relation to the concept of intellectual labor, affirming the important role of these two factors in the emergence and development of the knowledge economy.

In addition, several other reports address the concept of intelligence and intellectual resources in the history of ancient Chinese and Western philosophy, as well as in the perspective of Ho Chi Minh; research on the structure of intelligence based on biology and the emergence of artificial intelligence; and the concept and methods of measuring human intelligence through IQ, CQ, and EQ indices.
