Announcement of Conclusions from the August 2025 briefing session

On August 4, 2025, the University of Social Sciences and Humanities held its annual meeting. Rector Hoang Anh Tuan chaired the meeting, which was attended by the Party Secretary, the Chairman of the Board of Directors, the Vice Rectors, the Secretaries and Deputy Secretaries of the Party branches, the Heads and Deputy Heads of the units, the Chief Accountant, the Editor-in-Chief of the Journal, and the leaders of the various mass organizations.
After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in July 2025 and the work plan for August 2025; (2) Report on the implementation of the Rector's conclusions at the July 2025 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. With the Conference of Officials and Employees and the Review of the 2024-2025 Academic Year,Units are requested to pay attention to the content of the discussions, avoiding formality and focusing on key issues of each unit. For the Specialized High School, the focus should be on key areas such as improving quality, internationalization, developing comprehensive human resources, and coordinating with training, financial, and organizational entities to build and implement these initiatives. Members of the Board of Directors are requested to ensure that general information regarding the school's key priorities is disseminated to all staff members within their respective units.
2. Personnel organization:Continue with tasks such as reviewing academic ranks; recruitment; and finalizing and issuing documents following the restructuring.
3. Training and communication:
- Adhere strictly to the roadmap and carry out the admissions process fully and rigorously, ensuring compliance with the regulations of the Ministry of Education and Training and Vietnam National University, Hanoi.
- Continue developing short-term programs, especially those related to administrative reform that training units have not proposed so far, targeting two new groups: a) programs for students; b) programs for working professionals, ensuring they are complete and operational from August 2025. We request that relevant departments closely coordinate with and support training units in implementing administrative procedures and processes.
- Continue to refine and adjust the program according to the plan, paying particular attention to internationalization (courses, lecturers, student exchange/credit recognition, etc.). Heads of training units are requested to pay attention to internationalization in the development of courses within their respective fields/specializations; proactively clarify the number of courses and facilitate credit recognition for students. Departments involved in international internships/training are requested to develop programs, plans, and provide information early so that students can proactively arrange their schedules and register to participate (Programs/Plans will be announced no later than December 2025), while also being flexible in organizing and arranging activities within the internship/practical training schedule.
- The Institute of Journalism and Communication Training is designated as the focal point, with the Communication Department (Training Division) coordinating with Hanoi Radio and Television Station to produce a documentary film commemorating the 80th anniversary of the School's tradition and the 30th anniversary of its establishment.
4. Student affairs:
- The Student Affairs Department is tasked with urgently researching and innovating the enrollment process in a spirit of innovation and efficiency; coordinating with relevant units to review and improve the collection and retention of student records in a flexible manner, facilitating students while ensuring compliance with regulations/rules.
- Continue discussions on alumni matters, ensuring they are substantive and effective for the development of the university.
5. Science:
- Urgently implement key scientific tasks, considering them as part of the implementation of Resolution 55-NQ/TW. To ensure a balanced long-term science and technology strategy, the University will commission strategic directions (Top-Down) alongside receiving individual proposals from scientists (Bottom-Up); paying particular attention to ensuring the number of policy consultations meets the assigned targets, while improving the quality of consultations to make practical and effective contributions, enhancing the University's position and role in serving the community and developing the country.
- Organize key scientific activities effectively in August 2025, such as seminars, publications of series, textbooks, etc., leading to translation and documentation activities.
6. Administration - Infrastructure Improvement:
- Regarding administrative staff management: The General Administration Department is tasked with integrating the system into the general management software and installing equipment to prepare for trial operation starting August 15, 2025. The Inspection and Legal Affairs Department and the Personnel Department are requested to coordinate in developing regulations/sanctions in August 2025, to begin official operation in September 2025.
- Expedite renovation and repair activities, ensuring they are fundamentally completed before August 15, 2025, in preparation for the new school year (especially buildings E and G, and the courtyard of building E, to avoid affecting upcoming events/activities); Update new government documents and regulations, ensuring that bidding and procurement activities are always carried out in accordance with regulations.
8. Finances:
- The Research Management Department is tasked with coordinating with the Planning and Finance Department to develop an operational plan for the use of funds in accordance with Decree 109/ND-CP, which will also serve as a basis for future inspections/audits.
- We request that relevant departments discuss and propose solutions regarding scholarships for the Specialized High School in the context of no longer being allowed to collect tuition fees.
9. Other tasks:Follow the plan that has been issued.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that functional departments proactively implement and ensure timely completion, especially for key activities.
Heads of units are requested to widely disseminate and implement the Rector's conclusions from the monthly briefing sessions seriously, fully, and on schedule.
