11. Summary of new results of the thesis:

In terms of theory, the thesis contributes a new perspective on the concepts of NNC, NNCM, S&T activities, NNCM development policies and NNCM criteria. The thesis also helps to expand the understanding of the role and relationships of NNCM in improving the effectiveness of S&T activities in universities; criteria for evaluating the effectiveness of S&T activities of NNCM in universities; structure of NNCM development policies in universities; policy cycle for NNCM development in universities; criteria for evaluating the impact of NNCM development policies in universities.

In terms of practice, the thesis points out the current status and role of NNCM at VNU in improving the effectiveness of S&T activities through specific aspects, including scale, structure, organization, operation, contribution of NNCM as well as factors affecting the formation and development of NNCM. The thesis also clarifies the current status of NNCM development policies to improve the effectiveness of S&T activities at VNU based on analyzing the advantages, limitations and impacts of 3 policy groups, including: Group of policies on investment and human resource development; group of policies on improving the research environment and conditions; group of policies on cooperation and development. In addition, the thesis also makes an important contribution in pointing out the points that need to be supplemented and improved for the NNCM development policy at VNU in order to not only increase the number of groups but more importantly, improve the effectiveness of S&T activities of NNCM. It is worth mentioning that the research results of the thesis can be a good reference for universities and research institutes in formulating policies to promote the formation and development of NNCM in the coming time.

12. Practical application:

From the theoretical and practical point of view, the research results of the thesis can be a reference for policy makers, managers, and universities in incubating, building, and developing strong research groups. At the same time, the thesis also contributes to supplementing and clarifying scientific arguments to contribute to research on policies for developing strong research groups in universities in Vietnam.

13. Further research directions:

This research has only stopped at the scope of Hanoi National University, so it is necessary to research on a larger scope and scale in the near future.
