1. Purpose and scope of the thesis

Research objectivesThis thesis aims to clarify some characteristics of the language of decrees and circulars from a discourse analysis perspective. Particular attention is paid to the linguistic methods and means used to express interpersonal relationships and the functional impact of discourse.

Object:The subject of this thesis isinterpersonal relationshipsandimpact functionThis is expressed (through what linguistic means and methods) in the discourse of decrees and circulars as a type of administrative document. Thus, two issues arise.interpersonal relationships and linguistic means of expressing interpersonal relationships.andimpact function and linguistic means that express their function of impact.These will be the two main subjects of study for this thesis.

2. Research methods used

To address the research objectives, this thesis employs the following specific methods:

Discourse analysis methodThis study analyzes the organizational characteristics of discourse in decrees and circulars to facilitate communication, examining interpersonal relationships (communicative roles, context, power dynamics, and spheres) and their impactful functions (impact through speech acts and arguments). It also analyzes the linguistic means used to express interpersonal relationships and impactful functions within decrees and circulars.

Semantic and pragmatic analysisThis dissertation uses pragmatic semantic analysis methods to analyze linguistic elements that express interpersonal relationships and functional impacts within the discourse of decrees and circulars.

Descriptive methodThis method is used to describe speech acts, speech acts, and modal elements that express interpersonal relationships in decrees and circulars. It describes the main linguistic features, the structure of arguments, the constituent elements of arguments, and the types of arguments used in decrees and circulars to fulfill their function of influence.

Statistical techniques:Statistical analysis of the frequency of occurrence of foreign language terms in decrees and circulars, and the frequency of use of elements in the argumentative structure of decrees and circulars, will draw conclusions about the quantity of linguistic units appearing in these documents. This forms the basis for describing, analyzing, and drawing conclusions for the thesis, including the main results and conclusions.

2.1. Main results

- This dissertation contributes to clarifying the linguistic characteristics of the discourse of decrees and circulars;

- Identify the linguistic and linguistic types of discourse in decrees and circulars, and identify and evaluate the interpersonal relationship characteristics and functional impacts of this discourse.

- The thesis also clearly identifies the linguistic means that facilitate interpersonal relationships and fulfill the function of influencing discourse in decrees and circulars;

- The thesis also provides information and materials to further clarify theoretical and practical issues in discourse analysis.

- The research findings of this thesis propose solutions to improve understanding of the language used in decrees and circulars, helping those drafting these documents to use accurate language. The thesis can serve as a reference for the course.Vietnamese and Communicative Practice main,Skills in drafting and issuing government administrative documentsin educational institutions specializing in public administration.

2.2. Conclusion

Research on state administrative documents from a linguistic perspective still has many gaps. The system of state administrative documents comprises many types, each with a different role and function. Therefore, the linguistic characteristics of each type also differ. Studying the language of state administrative documents contributes to improving the quality of management and achieving state objectives. We hope for more research in this field.

1. Thesis purpose and objectives

Thesis purpose:Implementing this topic, the thesis aims to clarify some characteristics of the language of Decree and Circulars from the perspective of discourse analysis. Especially paying attention to language methods and means to indicate interpersonal relations and the impact function of discourse.

Objectives:The research objectives of the thesis are interpersonal relations and impact functions expressed (by what language means, in what manner) in the discourse of Decrees and Circulars as a type of administrative document. Thus, the issues ofinterpersonal relations and linguistic means denoting interpersonal relationstogether withthe impact function and the linguistic means express the impact functionwill be the two main subjects of this thesis.

2. Research methods

To solve the research tasks set out, the thesis uses the following specific methods:

Method of discourse analyzing: Analyzing the traits of organizing the discourse of Decrees and Circulars to implement the process of communication, analyzing interpersonal relations (communication roles, context, power factors, register) and impact function (impact through verbal action, through argument). Analysis of language facilities showing interpersonal relations, impact functions in Decrees and Circulars.

Semantic analysis and pragmatics:The thesis uses pragmatic analysis methods to analyze linguistic elements that show interpersonal relations, impact functions in discourse of Decrees and Circulars.

Method of description:This method is used to describe language expressions, verbal verbs, and emotional factors to express interpersonal relations in Decrees and Circulars. Describe the dominant linguistic behaviors, describe the reasoning structure, the constitute elements of the argument types used in Decrees and Circulars to perform impact functions.

Statistical penalties:Statistics of frequency of making linguistic behaviors in Decrees and Circulars, frequency of using elements in the argument structure of Decrees and Circulars, thereby drawing comments on the number of word units appearing in Decrees and Circulars. This is the basis for describing the analysis and drawing conclusions of the thesis, main results and conclusions.

3. Major results and conclusions

3.1. The major results

- The thesis contributes to clarifying the linguistic characteristics of the Circular and Decree discourse;

- Identify the type of Circular and Decree discourse in terms of language and linguistics, identify and evaluate the characteristics of interpersonal relations, the impact function of the discourse of Decrees and Circulars;

- The thesis also specifies the linguistic implementations of interpersonal relations, impact function of the Decrees and Circulars discourse;

- The thesis also provides information and documents that clarify the theoretical and practical issues of discourse analysis.

- The research results of the thesis proposes solutions to help understand the language used in Circular and Decree, helping document builders use the correct language. The thesis can become a reference for subjects like Vietnamese and Administrative Communication, Skills in developing and issuing State management documents in educational institutions about state management.

3.2. Components

The study of state management documents under the perspective of linguistics still remains many gaps. The system of state management documents includes many types of documents, each type of state management document has a different role and task. Therefore, the linguistic characteristics of each type are also different. The study of the language of State management documents contributes to improving management to achieve the state goals. We hope there will be more research on this area.
