Hanoi, as the capital of Vietnam – "the political, economic, cultural, scientific, technical, and international trade center of the entire country" – possesses significant potential and advantages for developing foreign economic relations. From 1986 to 2006, in addition to internal factors, the development of Hanoi's foreign economic relations was directly and profoundly affected by external factors. These factors created impetus but also presented the Hanoi Party Committee with urgent requirements for leading the development of foreign economic relations.
