• Key results

First,This study systematizes, analyzes, and clarifies the viewpoints, policies, and guidance process of the Hanoi Party Committee's foreign economic relations from 1986 to 2006; thereby objectively and scientifically reconstructing the picture of Hanoi's foreign economic relations from the beginning of the Doi Moi (Renovation) period to 2006.

SecondThis study draws lessons from the Hanoi Party Committee's leadership in foreign economic relations, based on the achievements, limitations, and causes of those limitations from 20 years of practical experience in leading foreign economic relations.

Sau quá trình nghiên cứu, thực hiện đề tài “Đảng bộ thành phố Hà Nội lãnh đạo kinh tế đối ngoại từ năm 1986 đến năm 2006”, nghiên cứu sinh đã giải quyết được các vấn đề chính sau:

  Luận án làm rõ những yếu tố tác động đến quá trình hoạch định và chỉ đạo kinh tế đối ngoại Hà Nội của Đảng bộ Hà Nội trong giai đoạn từ 1986 - 1995 và 1996 - 2006. Hà Nội là Thủ đô của Việt Nam - “trung tâm đầu não về chính trị, kinh tế, văn hóa, khoa học kỹ thuật và giao dịch quốc tế của cả nước”, có nhiều tiềm năng, lợi thế để phát triển kinh tế đối ngoại. Từ năm 1986 đến năm 2006, ngoài yếu tố nội lực, sự phát triển của kinh tế đối ngoại  thành phố Hà Nội chịu tác động trực tiếp, sâu sắc bởi các yếu tố bên ngoài. Những yếu tố trên đã tạo ra những động lực nhưng cũng đặt ra cho Đảng bộ thành phố Hà Nội những yêu cầu cấp thiết trong việc lãnh đạo phát triển kinh tế đối ngoại.

 Thực hiện đường lối, chủ trương của Đảng về phát triển kinh tế đối ngoại, những năm 1986 - 2006 trải quả hai giai đoạn 1986 - 1995 và 1996 - 2006, Đảng bộ thành phố Hà Nội đã lãnh đạo từng bước đổi mới, mở rộng và nâng cao hiệu quả kinh tế đối ngoại quyết tâm thực hiện thắng lợi nhằm trở thành “trung tâm đầu não về chính trị, về văn hóa và khoa học kỹ thuật, đồng thời là trung tâm lớn về kinh tế và trung tâm giao dịch quốc tế của cả nước”. Đó là một quá trình tư duy phát triển kinh tế đối ngoại lâu dài từ chưa hoàn thiện đến dần dần hoàn thiện trong việc lãnh đạo phát triển kinh tế đối ngoại của Đảng bộ thành phố Hà Nội.

The thesis summarizes the achievements, identifies limitations, and explains the causes of these limitations in the leadership of the Hanoi Party Committee regarding Hanoi's foreign economic relations from 1986 to 2006. Besides its strengths, the Hanoi City Party Committee is not without its limitations and shortcomings, such as:First,The process of formulating policies on foreign economic development sometimes fails to keep pace with changing realities;SecondDuring the leadership and direction of foreign economic activities, there were sometimes shortcomings and limitations that were slow to be addressed and resolved;Third isOverall, foreign economic activities are still not commensurate with the development potential of the capital city.
