2. Research methods used
- Secondary document analysis: Analyze available sources of documents and data on methods of constructing synthetic indices, indices related to international innovation assessment, as well as research on methods of constructing synthetic indices of countries, sectors, and localities used in Vietnam.
- Primary document analysis:Synthesize and analyze data on innovation and technological innovation activities through questionnaire surveys of enterprises by the Ministry of Science and Technology in the period 2015-2017.
-Using qualitative and quantitative methods in the research process:
+ Using interview methods to seek expert opinions to complete the index and roadmap for applying the VN-SII index.
+ Collect data, process data and apply the SII index method to calculate the VN-SII index for the period 2014-2016 to serve as a basis for adjusting and perfecting the VN-SII index and the roadmap for applying VN-SII.
3. Main results and conclusions
3.1. Main results
- Based on the SII index, research, analyze, compare, and adjust to select component indexes for VN-SII to suit the specific conditions of Vietnam and the orientation of international integration.

3.2. Conclusion
-The thesis has studied an overview of the evaluation of innovation activities and those related to innovation activities through statistical survey methods and methods of using synthetic indices, especially synthetic indices related to the evaluation of popular innovation activities of international organizations such as GCI, GII, SII, TAI and KEI. Based on the study of concepts, evaluation frameworks, methods of collecting data on component indices, and methods of calculating indices, the thesis has selected the European SII index to apply to evaluate innovation activities for Vietnam (VN-SII) with an evaluation framework according to the input, activities and output model, including 25 component indices (input 08, activities 08 and output 09).
- Based on theoretical research on roadmap development, especially the approach towards policy roadmap development, the Thesis Topic has built the VN-SII Roadmap to 2035 which can basically harmonize 25 component indicators of SII. However, to complete and ensure the feasibility of the VN-SII Roadmap, the Roadmap needs to be implemented in each stage to synchronize with the guiding documents and database of component indicators. In addition, to ensure the conditions and solutions for implementing the roadmap, during the implementation of the roadmap, it is also necessary to update the socio-economic development situation, national and international, which directly and indirectly affect science and technology in general and innovation in particular, in order to have a plan to adjust the roadmap accordingly.

3.2.Conclusions
- The thesis has studied the overview of the evaluation of innovation activities and related to innovation through the statistical survey method and the method of using the composite index, especially the composite indexes related to current innovation evaluation of international organizations such as GCI, GII, SII, TAI and KEI. Based on the study of concepts, evaluation frameworks, how to collect data on component indices, how to calculate indicators, the Thesis has selected SII of the Europe to apply performance assessment for Vietnam, based on inputs, activities and outputs, including 25 components (08 inputs, 08 activities and 09 outputs).
- Based on the theoretical study on the roadmap, especially towards the approach the policy roadmap, the thesis has developed VN-SII roadmap up to 2035 which may basically be harmonized 25 component indicators of SII. However, to improve and ensure the considerations of the VN-SII roadmap, the roadmap should be implemented in each period to synchronize with the guiding documents and database of the component index. In addition, in order to ensure the conditions and solutions for the implementation of the roadmap, the roadmap also needs to update the socio-economic situation, national and international impacts directly and indirectly to science and technology in general and innovation in particular, to have a plan to adjust the route accordingly.
