3.2. Conclusion
ButThis dissertation researched an overview of innovation assessment and related activities through statistical surveys and the use of composite indices, particularly those commonly used by international organizations for evaluating innovation, such as the GCI, GII, SII, TAI, and KEI indices. Based on the study of concepts, assessment frameworks, data collection methods for component indices, and calculation methods, the dissertation selected the European SII index to apply to the assessment of innovation in Vietnam (VN-SII), using an input-based, activities-based, and output-based assessment framework comprising 25 component indices (8 inputs, 8 activities, and 9 outputs).
- Based on theoretical research on roadmap development, particularly the policy roadmap approach, this dissertation has developed a VN-SII roadmap to 2035 that can essentially harmonize the 25 component indicators of SII. However, to complete and ensure the feasibility of the VN-SII roadmap, it needs to be implemented in stages to synchronize with guiding documents and databases of component indicators. Furthermore, to ensure the conditions and solutions for implementing the roadmap, it is necessary to update the socio-economic development situation at the national and international levels that directly and indirectly affect science and technology in general and innovation in particular, in order to adjust the roadmap accordingly.

3.2.Revisions
- The thesis has studied the overview of the evaluation of innovation activities and related to innovation through the statistical survey method and the method of using the composite index, especially the composite indexes related to current innovation evaluation of international organizations such as GCI, GII, SII, TAI and KEI. Based on the study of concepts, evaluation frameworks, how to collect data on component indices, how to calculate indicators, the Thesis has selected SII of the Europe to apply performance assessment for Vietnam, based on inputs, activities and outputs, including 25 components (08 inputs, 08 activities and 09 outputs).
- Based on the theoretical study on the roadmap, especially towards the approach the policy roadmap, the thesis has developed VN-SII roadmap up to 2035 which may basically be harmonized 25 component indicators of SII. However, to improve and ensure the considerations of the VN-SII roadmap, the roadmap should be implemented in each period to synchronize with the guiding documents and database of the component index. In addition, in order to ensure the conditions and solutions for the implementation of the roadmap, the roadmap also needs to update the socio-economic situation, national and international impacts directly and indirectly to science and technology in general and innovation in particular, to have a plan to adjust the route accordingly.
