3.2. Conclusion

The firstThe number of employees participating in voluntary social insurance is currently very low, most of them are those who have participated in compulsory social insurance and want to be eligible for benefits, so they switch to voluntary social insurance.

Monday, informal sector workers have poor awareness of voluntary social insurance policies. They have the need and ability to participate, but due to lack of information, access to voluntary social insurance policies in reality is still quite a large gap. Mostly, workers participate directly - pay money to enjoy the policy, while access, information seeking and participation in contributing opinions to amend and supplement the policy are still limited.

Tuesday, there are many factors affecting the participation of voluntary social insurance of workers in the informal sector, there are subjective factors and objective factors affecting the participation of voluntary social insurance of workers. First of all, there is a group of factors from the workers' side. Workers' awareness, education level, income and spending level greatly affect the participation of workers in voluntary social insurance.

Regarding the impact of the regime, the voluntary social insurance policy has three main factors: the benefit regime, the payment period and the level of support from the State. Workers assess the contribution level, participation procedures, payment methods and payment locations as suitable for general needs, however, there are only two long-term benefit regimes so voluntary social insurance has not attracted many workers.

The media factor has a great influence on the voluntary social insurance participation of employees. Although the district social insurance agency, collection agents and mass media agencies have propaganda activities to disseminate knowledge and mobilize employees to participate in voluntary social insurance, their awareness and behavior of participating in voluntary social insurance have not changed. The propaganda and dissemination of policies on voluntary social insurance have not received due attention and are not very effective.
