In addition to the introduction, conclusion, references, appendix, the content of the thesis is presented in 3 chapters: Chapter 1: clarifies the issues: the value of archival documents and the necessity of exploiting archival documents to serve foreign cultural activities; overview of the types, quantity and content of archival documents being preserved at archival agencies and agencies that can serve foreign cultural activities; measures to implement foreign cultural activities in the past by agencies.
