The seminar focused on analyzing the relationship between social change and the development of science, technology, and innovation; and the management issues of science, technology, and innovation in Vietnam in the context of integration with the region and the world, in the face of the impacts of the Fourth Industrial Revolution and the rapidly unfolding contemporary social changes.
The seminar was attended by scientists and experts from universities and research institutes, as well as international guests from the Rosa Luxemburg Foundation. Through discussions and sharing of research results, the scientists debated current issues in science, technology, and innovation management. These discussions also provided suggestions to guide the Institute's future research priorities.

This event marks a milestone in the Institute's development, highlighting its significant contributions to policy and management research in Vietnam. It also provides an opportunity to reflect on achievements in collaborative projects with the Rosa Luxemburg Foundation Southeast Asia - Hanoi Representative Office, focusing on research in policy, science and education, socio-ecological transformation, and sustainable development.

In the presentation with the theme "Social interaction and technology: Some trends and directions. Research: there is a need to further promote research on interaction.Associate Professor Tran Ngoc Ca, an expert from Vietnam National University, Hanoi, offered several suggestions regarding the management of science, technology, and innovation. Accordingly, research activities should focus more on studies of the two-way interaction between social change and technological development, creating a foundation for building appropriate institutions, policies, and development orientations in the coming period. Training activities should be adjusted to this orientation, providing and equipping the workforce with the necessary tools to cope with rapid changes in the future.
In both state and corporate governance, a greater focus on the social-technological interaction aspect is needed to ensure more balanced and sustainable development, rather than solely prioritizing economic growth; this will help establish appropriate institutional frameworks. According to Associate Professor Dr. Tran Ngoc Ca, the role of scientists and scientific organizations in social sciences and sociology is becoming increasingly important in an increasingly technologically advanced society.

At the workshop, Mr. Nguyen Vo Hung, an expert from the Academy of Science, Technology and Innovation, presented a paper on the topic "Open Science". The speaker reviewed current issues in Vietnam such as transparency in scientific activities, improving the quality of research, access to the world's knowledge base, access to data and tools, and participation in the global value chain of scientific knowledge production.
Speakers also raised many issues at the conference, such as how to mobilize global resources to address Vietnam's specific scientific problems and how to harness public support for unique solutions.

Associate Professor Dr. Dang Thi Anh Tuyet - Deputy Head of the Science Management Department - Ho Chi Minh National Academy of Politics, presented a report on "Science, Technology and Innovation Management in the Context of Social Change in Some Countries and Policy Suggestions for Vietnam".
Dr. Tran Van Tung - Former Deputy Minister of Science and Technology - highly appreciated IPAM's policy recommendations on research and knowledge transfer activities related to social change and issues of science, technology, and innovation management in Vietnam.

Concluding the workshop, Assoc. Prof. Dr. Dao Thanh Truong emphasized that the Institute of Policy and Management is committed to being a pioneer in implementing new research directions, fulfilling its mission of research alongside training, and applying research results to training activities as well as practical projects in localities and organizations.

The conference received 34 papers from scientists at various agencies, departments, universities, and research institutes. The research results from the conference were published in the proceedings under three themes:
- Social change and issues related to science, technology, and innovation.
- The impact of science, technology, and innovation on social transformation
- Some issues in managing social change and science, technology, and innovation.
As part of the series of events celebrating the 10th anniversary of the Institute for Policy and Management (IPAM), the Institute organized a ceremony commemorating 20 years of cooperation with the Rosa Luxemburg Foundation, Federal Republic of Germany, and a book and photo exhibition – showcasing valuable documents about the formation and development of IPAM.
The exhibition will continue from November 6-8, 2023, at building D of the University of Social Sciences and Humanities, VNU Hanoi.
Many distinguished guests and delegates expressed their heartfelt appreciation at the exhibition space.
