The 6th Congress of the Party Committee of VNU, term 2020-2025: Innovation - National responsibility - Sustainable development

Attending the congress were the Secretary and Deputy Secretary of the Party Committee of VNU through the periods and 296 delegates representing 2,282 party members in the entire Party Committee of VNU.

Comrade Nguyen Hoang Hai, Deputy Secretary of the Party Committee, Deputy Director of VNU, presented the Political Report at the congress.

At the congress, comrade Nguyen Hoang Hai - Deputy Secretary of the Party Committee, Deputy Director of VNU presented a political report to the congress. Accordingly, VNU has gone through stages of development and strong growth. The scale and stature of VNU has grown in terms of the structure of member units, training majors, number of staff, scientific and technological potential, student size, financial resources, and facilities. VNU has always maintained its leading position in Vietnam and increased its position in the group of leading universities in Asia and the world.

During the 2015-2020 term, despite facing many difficulties and challenges, the Party Committee of VNU has always been united, united, and made efforts to overcome difficulties to achieve important results in all areas of operation.

About training, along with the successful organization and use of entrance exam results according to the method of assessing learners' capacity, which is highly appreciated by society, VNU has developed the science of testing and assessment, innovated the entire measurement and assessment system. The structure of training professions has made a breakthrough development, shifting towards adapting to the digital transformation revolution, increasing applicability and the ability to start a business, innovate, and open a number of new fields such as agriculture, energy, aerospace, health sciences and interdisciplinary. At the same time, VNU is a pioneer in innovating teaching activities in the direction of "personalization", focusing on learners, promoting the proactive role of learners, and at the same time focusing on developing qualities, vision, capacity and skills for learners.

VNU's science and technology product groups are oriented and planned according to 4 main fields: Social sciences and humanities; Natural sciences and medicine; Science, technology and engineering; Interdisciplinary sciences. The potential of science and technology has received attention for investment and development. The management of science and technology activities has been innovated, associated with digital transformation. Many large, national-level science and technology tasks have been chaired and effectively implemented by VNU.

Culture of international publicationcontinues to be strengthened. The innovation and social impact index of VNU has been in the top 500 in the world for many years. During the period 2015 - 2020, scientists of VNU published 3,602 scientific articles in the ISI/SCOPUS system, accounting for 10% of the total number of ISI/SCOPUS articles in the country. Along with that, inventions, patents, useful solutions, and science and technology products are transferred and commercialized. The Advanced Materials and Components Journal is the only Vietnamese scientific journal in the SCIE and Scopus categories ranked by Scimago in the top 25% of the most prestigious scientific journals in the world.

Cooperation and development activitiesare expanded and deepened. The development and connection with domestic and international partners through specific programs, activities and tasks are focused on. This is a favorable opportunity for VNU to quickly receive experience from the world to strongly promote innovation in university governance, as a foundation to improve the quality of training, scientific research, management level according to international standards... VNU regularly hosts many large international scientific conferences and seminars, contributing to introducing and promoting the image of the country, people and intelligence of Vietnam to the world, while enhancing the position, reputation and prestige of VNU. International cultural and academic exchange activities are enhanced. Staff and student exchange activities have contributed significantly to improving the internationalization index of VNU.

University rankingsVNU's quality has been constantly increasing. VNU has continuously ranked No. 1 in Vietnam and is in the 801-1000 group in the world according to the Times Higher Education (THE) and QS rankings. Some fields of VNU are in the top 500 universities in the world. Also according to THE's rankings, VNU's indicators of teaching, scientific research, and international integration are at the top of the group of Vietnamese higher education institutions. Notably, most recently, VNU has been ranked in the 101-150 group of higher education institutions under 50 years of establishment with top quality in the world according to the QS rankings.

Organizational modelThe quality of VNU's scientific staff is increasingly improved, with the proportion of scientific staff with doctoral degrees or higher being 2.7 times higher than the general rate of the whole industry. Many mechanisms and policies for the use and treatment of scientists and scientific and technological products have also been implemented, creating a driving force to promote the development of scientific and technological potentials. The organizational structure has been adjusted and rearranged in a streamlined, effective and efficient direction, gradually in line with the research university model. Accordingly, the key tasks and main solutions in the coming term were identified at the congress, including: First, perfecting the organizational model, autonomy mechanism and modern university governance, associated with building smart universities; Second, continuing to comprehensively innovate training work, meeting the country's demand for high-quality human resources in the context of the fourth industrial revolution and deep international integration; Third, promoting academic prestige, promoting science and technology development and innovation, contributing to creating momentum for socio-economic development; ensuring national defense and security and promoting Vietnamese cultural values ​​and people; Fourth, strengthening cooperation and development to attract resources and enhance the position of VNU; Fifth, developing conditions to ensure the improvement of training quality and scientific and technological potential towards international standards; Sixth, mobilize all resources to create a breakthrough in investment in building VNU in Hoa Lac according to the model of a green, smart, modern and energy-saving university with open space and connection to the Hoa Lac Satellite Urban Area, becoming a symbol of Vietnamese universities...; Seventh, build an exemplary, clean and strong Party organization; Eighth, innovate methods and improve the effectiveness of mass organizations.

Speaking at the congress, comrade Vuong Dinh Hue acknowledged and highly appreciated the important contributions of the Party Committee of VNU to the cause of training and developing high-quality human resources for the country and the capital.

Pointing out a number of remaining limitations and shortcomings, the City Party Secretary requested the Congress to synthesize, analyze and evaluate objective and subjective causes and propose solutions to overcome them in the next term.

Agreeing with the contents of the political report presented to the congress, comrade Vuong Dinh Hue suggested that each Party cell and the entire Party Committee of VNU should do a good job of political and ideological education - the foundation of unity in perception and action. The Secretary of the Hanoi Party Committee also emphasized that the cadres, lecturers and scientists of VNU are not only highly educated and excellent in their profession, but also exemplary cadres and citizens, actively participating in contributing to the rapid and sustainable development of the capital and the country.

Secretary of the City Party Committee Vuong Dinh Hue also suggested that, in the coming term, the Party Committees of VNU need to focus on promptly grasping the thoughts and aspirations of cadres, party members, civil servants, and workers; prevent and repel signs of degradation in political ideology, ethics, and lifestyle. VNU lecturers and scientists need to take the lead in participating in refuting the wrong arguments of hostile forces, protecting the regime, protecting the interests of the people, maintaining political and social stability to build and develop the country...

Comrade Vuong Dinh Hue requested that VNU should continue to promote the results and achievements it has achieved, promptly overcome limitations and shortcomings, and perform well its pivotal role in the national system of university and postgraduate education and research and development of science and technology. VNU should focus on training and improving the quality of high-quality human resources to meet the requirements of digital transformation and international integration.

“VNU must truly be a leading center for innovation, application and technology transfer in the country, with regional and international prestige, actively participating in the “Hanoi Innovation Network” which will be established in the coming time to promote the capital’s huge intellectual resources” – Comrade Vuong Dinh Hue emphasized.

Along with developing according to a new modern university model, with a high level of autonomy and an advanced management system, VNU needs to focus on achieving the goal of being in the top 500 universities in the world by 2025.

Secretary Vuong Dinh Hue noted that, as a Party Committee under the Hanoi Party Committee, VNU needs to make more contributions commensurate with its potential and strengths in training, fostering and improving working capacity and professional qualifications for management teams at all levels; participating in building and implementing policies for socio-economic development, education and training, science and technology, building strategies, planning, urban management and solutions to build Hanoi into a green, smart and modern city. At the same time, the Secretary affirmed that the city will create all conditions to help VNU continue to develop in all aspects to soon become an advanced research university, a center for undergraduate, postgraduate, research and knowledge transfer on par with the region and the world.

The Congress elected the Executive Committee of the Party Committee of VNU, term VI, 2020-2025, consisting of 25 comrades, of which 22 comrades were elected at the Congress and 03 comrades will be re-elected after the Congress. Comrade Nguyen Kim Son was re-elected as Secretary of the Party Committee of VNU, term 2020-2025.

The Congress also elected delegates to attend the 17th Hanoi City Party Congress.
