Professor, Doctor, and People's Teacher Nguyen Quang Ngoc received the title of "Outstanding Citizen of Hanoi" in 2020.

The decision states: The title "Outstanding Citizen of Hanoi" for 2020 is awarded to 10 individuals, including Professor, Doctor, People's Teacher Nguyen Quang Ngoc, Director of the Center for Hanoi Studies and Capital Development, Vietnam Institute of Studies and Development Science, Vietnam National University, Hanoi.

Also awarded the title of "Outstanding Citizen of the Capital" in 2020 were:

- Professor, Doctor, People's Artist Le Ngoc Canh, former Deputy Director of the Institute of Cultural Research - Vietnam Academy of Social Sciences;

- Master's degree holder, Distinguished Physician, Specialist Doctor Level II Nguyen Trung Cap, Deputy Director of the Central Hospital for Tropical Diseases, Ministry of Health;

- Poet Vu Ngoc Chuc (also known as Vu Quan Phuong), former Chairman of the Hanoi Union of Literature and Arts Associations;

- Colonel Le Duc Hung, Chief of Police of Bac Tu Liem District;

- Lieutenant General Le Do Nguyen (also known as Pham Hong Cu), former Deputy Head of the General Political Department, Deputy Commander for Political Affairs of Military Region 2;

- Ms. Luu Thi Pham, a citizen of Hoang Xa village, Hoang Kim commune, Me Linh district;

- Mr. Doan Van Tien, Security Department Manager, Yamaha Motor Vietnam Parts Manufacturing Co., Ltd.

- Mr. Vu Duy Truong (also known as Vu Oanh), former Head of the Liaison Committee of Viet Minh soldiers in Hoang Dieu district;

- Mr. Nguyen Duc Truong, teacher, Head of the Natural Science Department, Da Ton Secondary School, Gia Lam District.

Previously, scientists from Vietnam National University, Hanoi, including Prof. Dr. Phan Huy Le, Assoc. Prof. Dr. Ha Dinh Duc, and Prof. Dr. Nguyen Thua Hy, were also honored with the title of "Outstanding Citizen of Hanoi".
