The University of Social Sciences and Humanities is implementing a plan to reorganize and streamline its organizational structure.

On January 2nd, 2025, the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW and developing and implementing the plan for restructuring and streamlining the organizational apparatus of the University of Social Sciences and Humanities (USSH) issued Notice No. 05/TB-XHNV - the orientation plan of the USSH Steering Committee on restructuring and streamlining the organizational apparatus of the USSH. This is considered an important step in the effort to improve the efficiency of management and operation of the University, aiming for comprehensive innovation to further develop the University towards an advanced research university, affirming its professional reputation and enhancing its position domestically and internationally.
Following the direction that has been discussed and agreed upon,The University of Social Sciences and Humanities will reduce the number of its affiliated units.The number of units decreased from 46 to 30, a reduction of 34.7%. Several major changes were implemented, including the consolidation of units with similar functions, the closure of units that were no longer relevant, and the reallocation of some units' functions to align with training and support programs, ensuring consistency with the university's long-term development strategy.
Specifically, the Department of Anthropology will be merged with the Department of Religious Studies to form the Department of Anthropology - Religious Studies. The Personnel Department will be merged with the Party Committee Office, with the proposed name after the reorganization being the Personnel Department. The functional offices: the University Council Office, the Trade Union Office, the Youth Union - Student Association Office, and the Veterans Association Office will be merged into the University Council and Associations Office. The Center for Communication and Information Technology will cease operations; accordingly, the Information Technology department will be transferred to the Administrative - General Affairs Department (with the proposed name after the reorganization being the Administrative - Management Department); the Communication department will be transferred to the Scientific Research Management Department. The Cooperation and Development Department, the Scientific Research Management Department, the Journal of Social Sciences and Humanities, and the communication department of the Center for Communication and Information Technology will be merged; the proposed name after the merger will be the Science - External Relations - Journal Department. The Center for Cultural Resource Development and the Museum of Anthropology will be merged, with the merged unit tentatively named the Museum of History and Culture. The Center for Vietnamese Language and Culture under the University and the Center for Applied Linguistics and Vietnamese Linguistics under the Faculty of Linguistics will be merged into the Center for Vietnamese and International Language and Culture under the Faculty of Linguistics.
In addition, the following research centers will cease operations and transfer their professional responsibilities to their respective training units: the Center for Marine and Island Studies, the Center for Chinese Studies, the Center for Cultural and Artistic Research and Application, and the Center for Contemporary Religion Studies. TASS, a service unit affiliated with the University, will also cease operations.
Prior to this, the University of Social Sciences and Humanities had completed the review and streamlining of the organizational structure for 9 departmental units within the faculties. Along with this implementation, the Steering Committee requests the following units to develop restructuring, dissolution, and streamlining plans for their internal organizational structures as follows: The Department of Social Work and the Center for Social Work Research and Application under the Faculty of Sociology will be merged into the Department of Social Work under the Faculty of Sociology; the Center for Journalism and Communication Professional Skills and the Center for Admissions and Marketing under the Institute of Journalism and Communication Training will cease operations and transfer their functions, tasks, and administrative personnel to the Office of the Institute of Journalism and Communication Training. Professional functions will be transferred to the corresponding departments. A report on the results of this implementation should be submitted to the Steering Committee no later than January 6, 2025.
The Steering Committee requests that units continue to conduct internal reviews and propose restructuring plans for the next phases in the following direction:
+ Training units currently managing fewer than two undergraduate majors or programs will need to develop restructuring plans and propose future development directions.
+ Administrative units shall conduct self-assessments to avoid overlapping, duplication, and ambiguities in functions and responsibilities, based on the principle that one unit performs multiple functions and responsibilities, with each task assigned to only one unit to take the lead and bear primary responsibility; and continue to streamline the organizational structure in the next phase.
Report to the Steering Committee before January 15, 2025.
The implementation of this project is not only an effort to carry out the directives from Resolution No. 18-NQ/TW, but also an opportunity for the University of Social Sciences and Humanities to innovate its organization, improve management efficiency, and aim for sustainable development in the future. The restructuring and streamlining of the organizational apparatus will not only improve work efficiency but also create momentum to promote research, training, and international cooperation activities, moving towards university autonomy.
In the context of university autonomy and the country entering a new era, reforming the administrative apparatus, promoting the application of science and technology to enhance modern university governance; developing a team of outstanding scientists, quality management staff, and professional officials; investing all resources to successfully implement major scientific programs, improving the quality of human resource training to meet the requirements of the country's socio-economic development and international integration. Affirming the role, position, and reputation of the University in the Vietnamese higher education system, not only training high-quality human resources for the country but also effectively fulfilling its role in guiding and leading the development of social sciences and humanities, contributing to the development of Vietnam National University, Hanoi and serving the country in the era of national progress.
