VNU-USSH: Complete the work of streamlining and reorganizing the apparatus according to Resolution NQ18-NQ/TW

"Refined - Lean - Strong, Effective, Efficient, Effective" is the spirit and key content discussed by the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the University of Social Sciences and Humanities (VNU-USSH) at the Conference on summarizing the implementation of Resolution 18-NQ/TW held on January 6, 2025.
Attending the Conference were all members of the Steering Committee, Party Committee, School Board of Directors, School Council, Secretaries - Deputy Secretaries of Party cells, Heads - Deputy Heads of units, leaders of the Party Office - Mass Organizations.

On January 2, 2025, the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW and developing and deploying the Project on reorganizing and streamlining the apparatus in the University of Social Sciences and Humanities (USSH) issued Notice No. 05/TB-XHNV - Orientation plan of the Steering Committee of USSH on reorganizing and streamlining the apparatus in USSH.
On behalf of the Steering Committee, Head Hoang Anh Tuan presented a report stating the legal basis, roadmap, and orientation in the work of streamlining and reorganizing the organizational structure of the University of Social Sciences and Humanities.

According to the direction that has been exchanged, discussed and agreed upon, the University of Social Sciences and Humanities will reduce the number of focal units. Level 2 units from 46 (including administrative units: 16; training units: 18, research and training cooperation centers: 10; other units: 2) down to 30, corresponding to a reduction of 34.7%.
Some of the major changes made include merging units with similar functions and terminating the operations of units that are no longer suitable, transferring the functions and tasks of some units to align with training tasks and directly supporting training programs to ensure consistency with the long-term development strategy of the School.
Specifically:
- The Faculty of Anthropology will be merged with the Department of Religious Studies to form the Faculty of Anthropology - Religious Studies.
- The Personnel Organization Department will merge with the Party Committee Office. The proposed name of the department after the arrangement will be the Personnel Organization Department.
- Functional offices: School Council Office, Trade Union Office, Youth Union - Student Association Office, Veterans Association Office will be merged into the School Council Office and Unions.
- The Center for Communication and Information Technology will cease operations, and the Information Technology department will be transferred to the Administration - General Department (the expected name of the department after the reorganization is the Administration - Management Department); the Communication department will be transferred to the Department of Scientific Research Management.
- Merge the Department of Cooperation and Development, the Department of Scientific Research Management, the Journal of Social Sciences and Humanities, the communications department of the Center for Communications and Information Technology, the expected name of the department after the merger is the Department of Science - Foreign Affairs - Journal.
- Merge the Center for Research and Promotion of Cultural Resources and the Museum of Anthropology. The proposed name of the merged unit is the Museum of History and Culture.
- Merge the Center for Vietnamese Language and Culture under the School and the Center for Applied Linguistics and Vietnamese Linguistics under the Faculty of Linguistics into the Center for Vietnamese and International Language and Culture under the Faculty of Linguistics.
- The Center for Sea and Island Studies, the Center for China Studies, the Center for Cultural and Artistic Research and Application, and the Center for Contemporary Religion Studies will cease operations and transfer their professional duties to relevant training units.
- Termination of operations of TASS Company, a service unit under the School.
The Steering Committee recommends that units continue to review internally and propose arrangements for the next stages in the following direction:
+ Training units currently managing less than two majors or bachelor training programs will need to develop a restructuring plan and propose a development direction.
+ Administrative units conduct self-review to avoid overlapping, duplication, and unclear functions and tasks on the principle that one unit performs many functions and tasks, each task is assigned to only one unit to preside over and take primary responsibility; continue to streamline the organizational structure in the next phase. Report to the Steering Committee before January 15, 2025.
Before this time, the University of Social Sciences and Humanities had proactively carried out a review and streamlining of level 3 units, which are departments and centers under faculties/institutes/departments: From the current number of nearly 80 focal points, there are now only about 60 departmental focal points and centers under faculties/institutes.
Dr. Ngo Thi Kieu Oanh (Deputy Head of the Department of Personnel Organization, Deputy Head of the Steering Committee) further emphasized: The streamlining and rearrangement of the organization of the University of Social Sciences and Humanities follows the general orientation of the country, according to the general roadmap of VNU, but also comes from the need to serve the overall development of the University in the new period with new contexts and requirements.

Speaking at the Conference, representatives of the leaders of the units expressed their support and high agreement with the policies and plans proposed by the Steering Committee.
Prof. Dr. Lai Quoc Khanh (Vice Principal, Director of the Center for Contemporary Religious Studies) shared more: the proposal for restructuring and streamlining the organization of the Steering Committee as well as the School's leadership has been carefully and thoroughly considered, and to serve the highest goal: to build a truly effective, efficient and effective apparatus, increasing investment resources for the overall development of the School in the new period with many opportunities but also many challenges. This is truly a revolution and the consensus and joint efforts of the whole collective, each individual for the common development goal. Because a developing organization, a developing country creates conditions for individuals to develop.

Associate Professor Dr. Nguyen Ngoc Binh (Head of the Faculty of Linguistics, Director of the Center for Vietnamese Language and Culture) expressed his complete agreement with the general policies of the Steering Committee, and also proposed: in the general development trend, especially from the fact that the number of international students coming to the University of Social Sciences and Humanities is increasing, the University should consider establishing a center to manage training and international connections.

Concluding the Conference, Principal Hoang Anh Tuan (Head of the Steering Committee) thanked and acknowledged the consensus and high determination of the entire team of key staff, leaders and managers of units towards the policy of streamlining and rearranging a number of key units. This is considered an important step in the effort to improve the management and operation efficiency of the School in order to comprehensively innovate to continue the development of the School in the direction of an advanced research university, affirming its professional reputation, and enhancing its position domestically and internationally.
It is requested that heads of units thoroughly understand and provide unified and complete information to all cadres of dissolved and merged units to quickly stabilize and immediately begin performing the tasks of 2025.
