The Rector of the University of Social Sciences and Humanities held a dialogue with nearly 150 faculty members of the University.

On December 14th, Rector Hoang Anh Tuan chaired a dialogue session with nearly 150 faculty members of the university. Also in attendance were the Vice Rectors, representatives from the training units, and departments within the university.
Through this dialogue, the Rector hopes to directly listen to the aspirations and suggestions for adjusting some investment policies for the University's team of experts and scientists in a more "direct" and "promoting" way, aiming to support scientific staff in achieving higher academic ranks in the coming years.

During the meeting, the university's scientists shared their views and perspectives on various aspects of the university's work.

Key issues discussed by the scientists included: reducing administrative workload for scientific staff (lecturers and researchers); breakthrough solutions to support young scientists in achieving associate professor and professor titles according to "internationalized" standards; solutions to improve practical foreign language skills for staff; and creating "open" academic spaces and professional communities within the university...
Based on the suggestions from the scientists, the opinions expressed by the vice-principals and heads of functional departments, Principal Hoang Anh Tuan concluded with the following key points:
1. Issue guidelines for converting scientific research hours to teaching hours, ensuring compliance with the regulations in Document 4326/QD-DHQGHN dated December 27, 2021, from the Director of Vietnam National University, Hanoi, but with innovative policies that consider the specific characteristics of the University (basic science, research orientation, promoting interdisciplinary and cross-sectoral collaboration). The general guiding principle is to create conditions for scientific staff to flexibly convert scientific research hours to teaching hours while ensuring compliance with current regulations.
2. Continue to strengthen investment of financial resources for national scientific activities and international publications, ensuring optimal investment levels as currently in place; adjust management methods, creating favorable conditions in terms of procedures for experts and scientists while still strictly adhering to current regulations.
a. Continue to invest funds in publishing important publications such as monographs and textbooks.
b. Maintain a stable maximum investment level of 70 million VND for scientific articles according to the SCImago quartile (as per Decision No. 2981/QD-XHNV-KH dated November 30, 2021, of the Rector of the University of Social Sciences and Humanities, VNU Hanoi).
c. Specific regulations regarding "group authors" in scientific publications to ensure "academic integrity": 100% funding will only be provided if the sole author or all members of the group are university staff; funding will be gradually reduced if there are external authors (the lead author or corresponding author must be a university staff member).
e. Thoroughly understand the viewpoint that: Investing financial resources is for genuinely enhancing the scientific capacity of the university's staff, not for mechanically increasing the number of international publications.
3. Accelerate the progress of young scientists in achieving the standards for Professor/Associate Professor titles; Continue to invest funding for young scientists to carry out basic-level research projects; Ensure that each scientific staff member completes two research projects at various levels to meet the minimum requirements for scientific tasks considered for the Professor/Associate Professor title, specifically:
a. If a PhD holder has published three articles in the SCImago quartile but has not completed two foundational research projects, the output of those foundational projects may not yet require international publication.
b. If a PhD holder does not have at least 3 publications in the "SCImago quartile," their output must include a published article within the "SCImago quartile."
c. Funding for the basic research project will depend on the level of the product within the "SCImago quartile" that the scientist registers for.
4. Implement a pilot program of 10 VNU-level research projects using the university's funds to support staff professional development, while also improving the conditions for promotion to higher positions, standardizing scientific titles, and awarding commendations and prizes.
5. Promote and improve investment in enhancing foreign language skills for the university's scientific staff in a practical manner:
a. Continue providing financial support to staff who obtain international language certificates such as IELTS, TOEFL, and TOEIC; categorize support levels according to the scores achieved.
b. Maximizing relationships with international partners to facilitate overseas internships for staff who have reached (or are close to) the IELTS 6.5 level (or other equivalent IELTS 6.5 certificates) for 3 to 6 months to improve their foreign language skills; the university will pilot the investment of a portion of its budget to support scientific staff in improving their foreign language skills at overseas institutions.
6. Continue to provide financial support for scientific staff to attend professional conferences both domestically and internationally; the support levels and product regulations need to be adjusted in the following direction:
a. Attending conferences abroad: In addition to submitting a paper in an international language, if the author commits to producing a final product (from the proceedings of an international scientific conference with a publication index or higher), the support level ranges from USD 300 to USD 1,000 depending on the geographical area;
b. Participation in international scientific conferences jointly organized domestically (outside Hanoi): if the author commits to having a product published abroad (from the proceedings of an international scientific conference with a publication index or higher), the support level ranges from 2 million to 5 million VND, depending on the geographical area.
7. Review and update information to build competency profiles for scientific staff and a roadmap for standardizing scientific titles in a way that is "individualized" for each staff member. Pay attention to the training and development of scientific staff in a way that both enhances their skills (completing academic degrees and scientific titles) and expands their expertise (developing interdisciplinary and cross-sectoral expertise to meet the requirements of developing new training and research directions).
8. The school has submitted a formal proposal to the science and education management agencies regarding the concept of "international scientific articles," suggesting that international scientific articles should not only include "international journal articles" but also "international book chapters" (the prestige level of international book chapters is determined by the prestige level of international publishers ranked by international ranking organizations).
9. Arrange and set up a "shared workspace" where the university's scientists can come to work and exchange expertise.
 
Based on proposals from relevant departments, the Board of Directors is expected to report to the collective leadership and the Party Committee of the University to begin implementation from the beginning of 2023.
