Attending the signing ceremony, on behalf of the Hanoi National University Examination Center, there were Prof. Dr. Nguyen Tien Thao (Director), along with representatives of the leaders of the Center's specialized and functional departments.
On the side of the University of Social Sciences and Humanities, there were Prof. Dr. Hoang Anh Tuan (Rector) and leaders of the Departments of Cooperation and Development, Training, Politics and Student Affairs; Center for Training Quality Assurance; Center for Communication and Information Technology of the University.
Speaking at the signing ceremony, President Hoang Anh Tuan expressed his joy and gratitude for the trust of the leaders of VNU and the Testing Center in the University of Social Sciences and Humanities in coordinating the organization of the High School Student Assessment (HSA) exams and the end-of-term exams on the computer system at the University's location. This will be an opportunity to exploit and promote the potential and strengths of the team of experts in social sciences, education, communication, testing and assessment of each side to carry out scientific tasks to improve the quality of education; share information, scientific research databases, and professional experience in testing. The University is committed to fully preparing facilities and staff and lecturers to carry out activities effectively and with the best quality.

Representative of the VNU Testing Center, Prof. Dr. Nguyen Tien Thao, Director of the VNU Testing Center, said that the University of Social Sciences and Humanities, VNU is a large unit within VNU with the strength of a team of leading research experts in the country in the fields of social sciences and humanities. The VNU Testing Center wishes and is ready to build a cooperation program to collect data for sociological surveys, evaluate learners in terms of psychology, behavior, and community; prioritize support for staff training, cooperate in research, and apply advanced technology in the field of testing and evaluating the quality of learners according to the output standards of the training program; create conditions for staff to attend conferences/seminars and specialized activities organized by both sides. Co-ordinate the development of semester-end exams in the general knowledge block for VNU students majoring in non-political theory and organize computer-based semester-end exams at the exam location of the University of Social Sciences and Humanities. In 2023, the VNU Examination Center requested the University of Social Sciences and Humanities to support the setting up of the High School Student Assessment (HSA) exam site at 336 Nguyen Trai, Thanh Xuan, Hanoi.

Director of the VNU Examination Center Nguyen Tien Thao emphasized the contents that the two sides can cooperate on in the coming time.
On behalf of the leaders of the two units, Principal Hoang Anh Tuan and Director Nguyen Tien Thao signed a Memorandum of Understanding with the following basic content:
- Coordinate the organization of High School Student Assessment (HSA) exams of VNU at the exam location of the University of Social Sciences and Humanities according to the exam schedule agreed upon by both parties.
- Coordinate the development of semester-end exams in general knowledge for VNU students and organize computer-based semester-end exams at the exam location of the University of Social Sciences and Humanities.
- Coordinate the implementation of communication work to serve the organization of exams and promote university admissions of the parties.
- Coordinate data collection for sociological surveys, assessment of learners in terms of psychology, behavior, and community; prioritize support for staff training, cooperate in research, and apply advanced technology in the field of testing and assessing learner quality according to the output standards of the training program; create conditions for staff to attend conferences/seminars and specialized activities organized by both sides.
- Sharing information, scientific research databases, professional development experience, and application of advanced technology in training and testing management.
