At the meeting, the two sides focused on discussing cooperation directions to improve the quality of scientific research activities, innovation and start-up support for lecturers and students of Hoa Lu University, as well as consulting activities, training and community development, and connecting knowledge resources between higher education institutions.
Assoc. Prof. Dr. Do Huong Lan - Director of the Institute of Policy and Management affirmed that the Institute will closely accompany Hoa Lu University in consulting, program design, sharing learning model, connecting experts and providing technical support for innovation activities. The Institute believes that with a team of enthusiastic young lecturers and the attention of the University's leaders, Hoa Lu University has the potential to strongly develop into a dynamic academic - innovation - startup center of the province and neighboring regions.

According to Dr. Vu Van Truong - Rector of Hoa Lu University, the university has a special advantage when located in a land rich in tradition of learning, cultural identity and rich tourism resources. In the current new context, digital transformation, innovation and start-ups are important driving forces to improve the quality of training and contribute positively to the socio-economic development of the province. The university wishes to promote cooperation with the Institute of Policy and Management, the University of Social Sciences and Humanities as well as other entities in the ecosystem to jointly implement practical initiatives, bringing value to students, lecturers and the community.
At the meeting, the two sides agreed to coordinate in implementing many specific activities, such as:
- Organize a student Hackathon on Green Tourism associated with socio-ecological transformation, connecting students from the University of Social Sciences and Humanities and Hoa Lu University to discover and nurture creative ideas to serve local sustainable development.
- Conduct interdisciplinary joint research in the fields of: tourism associated with sustainable development, ecological-social transformation, innovation, innovative startups, community development, etc.
- Organize training courses to improve research capacity, innovation, and creative startups for lecturers and students, in accordance with the requirements of training program innovation and current trends of creative startups.
- Support the construction of a startup incubator model of Hoa Lu University, based on the advantages of culture - tourism - typical indigenous products of Ninh Binh province.
- Activities to support and develop the community, contributing to the socio-economic development of the province.
The meeting opened up prospects for diverse and sustainable cooperation between the two units, contributing to spreading the spirit of research, creativity and community service in the Vietnamese higher education system.
The Institute of Policy and Management (IPAM)was established under Decision No. 876/QĐ/XHNV-TC issued on April 16, 2013 by the President of the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU). The Institute was upgraded based on the development achievements of the Center for Policy Research and Analysis (CEPSTA) - one of the centers ranked in the group of research and training support centers operating effectively with a long history of policy research and training in Vietnam since 1991.
The Institute's mission is to train, develop and provide human resources for management and experts in policy research and analysis, and management of policy and management science development. Since 2018, the Institute has been recognized as a key research center at VNU.
